Abstract: In the modern concepts of personnel management role of the individual employee motivational characteristics of its facilities, skills and direct them to form a line with the objectives and goals set by the organization efficiently increases. Personnel management allows generalizing and implementing a certain set of measures to adapt the employee to external conditions, taking into account the personal factor in building a personnel management system of a public institution.
