Загальні принципи щодо запровадження системи простежуваності у кормових та харчових ланцюгах

Abstract

Система простежуваності - це сукупність даних та операцій, що здатні підтримувати ідентифікаційну інформацію щодо харчового продукту/корму та його компонентів по всьому харчовому ланцюгу виробництва та споживання. Система простежуваності є технічним інструментом, що допомагає конкретній потужності з виробництва харчових продуктів та кормів відповідати своїм визначеним цілям, та її застосовують, коли необхідно встановити походження або розташування харчового продукту /корму чи їх відповідних компонентів. Для забезпечення безпечності харчових продуктів, кормів та достовірності інформації про них, необхідно на потужностях з їх виробництва забезпечувати впровадження системи простежуваності поряд із системою НАССР, що дасть можливість запобігати обігу небезпечних, непридатних до споживання людьми та неправильно маркованих харчових продуктів та кормів для тварин.

Система прослеживания — это сокупность данных и операций, что способны поддерживать идентификационную информацию относительно пищевого продукта/корма и его компонентов во всей пищевой цепочке производства и потребления. Система прослеживания является техническим инструментом, что помагает конкретному предприятию из производства пищевых продуктов и кормов отвечать своим определенным целям, а также ее применяют, когда необходимо определить происхождение или разположение пищевого продукта или кормов либо их определенных компонентов. Обеспечение операторами рынка производства безопасных пищевых продуктов для потребителей и кормов для животных — актуальный вопрос развития пощевой отрасли Украины. Это главное задание производителей всех стран, которые заботятся о здоровье нации и достойном уровне жизни граждан. Особенно это важно при вступлении Украины в мировую организацию торговки и Европейский Союз, а также при гармонизации национального законодавства согласно с международными требованиями и решением мероприятий поэтапного внедрения на предприятиях с производства пищевых продуктов и кормов системы управления безопаснотю (НАССР) и системы прослеживания.

The Law of Ukraine "On basic principles and requirements for the safety and quality of food products" states that market operators are obliged to ensure compliance with hygienic requirements for food products at all stages of their production and circulation; to develop, implement and apply on-going procedures (GMP, GHP) based on the principles of the HACCP system, as well as to provide proper training on the use of on-going procedures based on HACCP principles, those responsible for these procedures. Another basic principle of European food and feed legislation is the mandatory introduction of a "traceability system" without which it is impossible to fulfill the basic principle of preventing hazards in food and feed chains.
