Методика розрахунку потреби у підвищенні кваліфікації фахівців державного органу з питань організації та ведення військового обліку громадян України

Abstract

У статті розглянуто проблематику вдосконалення науково-методичного апарату, необхідного для проведення відповідних розрахунків потреби у підвищенні кваліфікації осіб, які відповідають за організацію військового обліку призовників, військовозобов'язаних і резервістів у державних органах. Проведено аналіз останніх досліджень і публікацій, присвячених плануванню персоналу та розробленню методів його реалізації, а також публікацій, присвячених підвищенню кваліфікації державних службовців. Проведено аналіз наявної методики визначення та проведення аналізу потреб у професійному навчанні державних службовців. Розроблено методику пено методику розрахунку потреби у підвищенні кваліфікації осіб, які відповідають за організацію військового обліку призовників, військовозобов'язаних і резервістів, зокрема визначено етапи, методи, загальну структуру та математичну модель методики. Запропоновано та розглянуто два варіанти вирішення розрахункової задачі на основі розробленої методики за допомогою інформаційних технологій. Запропоновані подальші напрями наукових досліджень з розроблення рекомендацій щодо вдосконалення організаційно-правового механізму визначення потреби у підвищення кваліфікації державних службовців, які відповідають за організацію військового обліку призовників, військовозобов'язаних і резервістів у державних органах, а також з розроблення пропозицій щодо вдосконалення спеціального програмного забезпечення інформаційної системи управління людськими ресурсами в державних органах HRMIS.

The article addresses the issue of improving the scientific and methodological apparatus necessary for making appropriate calculations of the need for advanced training of persons responsible for organizing military registration of conscripts, persons liable for military service, and reservists in public authorities. The article aims to substantiate the methodology for calculating the need for advanced training of specialists in the mobilization work of the state agency responsible for organizing and maintaining military registration of conscripts, persons liable for military service, and reservists. The research resulted in: the analysis of the latest research and publications on personnel planning and the development of methods for Is for its implementation, as well as publications on the professional development of civil servants; the analysis of the existing methodology for identifying and analyzing the professional training needs of civil servants; the development of a methodology for calculating the need for advanced training of persons responsible for organizing the military registration of conscripts, persons liable for military service and reservists, in particular, the identification of stages, methods, general structure, and mathematical model of the methodology; two variants of solving the calculation problem on the basis of the developed methodology with the help of information technologies; suggestions regarding the further directions of scientific research to develop recommendations for improving the organizational and legal mechanism for determining the need for advanced training of o civil servants responsible for organizing military registration of conscripts, liable persons liable for military service, and reservists in public authorities, as well as to develop proposals for improving the particular software of the human resource management information system in public authorities (HRMIS).
