Регулювання земельних відносин органами місцевого самоврядування

Abstract

Метою цієї роботи є науково-теоретичне обґрунтування механізмів і розробка практичних рекомендацій щодо регулювання земельних відносин органами місцевого самоврядування. Об'єкт дослідження процес удосконалення земельних відносин органами місцевого самоврядування. Предмет дослідження - є теоретико-методологічні, дослідницько-аналітичні та проектно-рекомендаційні аспекти регулювання земельних відносин органами місцевого самоврядування. Наукова новизна одержаних результатів полягає в теоретико методичному обґрунтуванні та прикладному опрацюванні проблем регулювання земельних відносин органами місцевого самоврядування з урахуванням їх практичного досвіду. А саме: обґрунтовано нові заходи до розв′язання проблем з регулювання земельних відносин за умов здійснення земельної реформи; організаційно-економічні основи орендних земельних відносин. В кваліфікаційній (магістерській) роботі авторкою розглянуто теоретико-методологічні засади регулювання земельних відносин органами місцевого самоврядування, проаналізовано сучасний стан охорони земель, визначено основні проблеми державного регулювання земельних відносин. У роботі запропоновано шляхи щодо вдосконалення організаційно-економічного механізму орендних земельних відносин і напрями реалізації заходів із земельної реформи.

The purpose of this work is the scientific and theoretical substantiation of the mechanisms and the development of practical recommendations for the regulation of land relations by local self-government bodies. The object of research is the process of improving land relations by local self-government bodies. The subject of the research is the theoretical-methodological, research-analytical and project-recommendation aspects of the regulation of land relations by local self government bodies. The scientific novelty of the obtained results lies in the theoretical and methodological substantiation and applied processing of the problems of land relations regulation by local self-government bodies, taking into account their practical experience. Namely: new measures to solve the problems of regulation of land relations under the conditions of the implementation of the land reform are substantiated; organizational and economic foundations of leased land relations. In the qualification (master's) thesis, the author considered the theoretical and methodological principles of the regulation of land relations by local self government bodies, analyzed the current state of land protection, identified the main problems of state regulation of land relations. The paper proposes ways to improve the organizational and economic mechanism of leased land relations and directions for the implementation of land reform measures.
