Актуальні питання зайнятості населення сільських територій України

Abstract

Статтю присвячено аналізу тенденцій, визначенню факторів і актуальних проблем зайнятості насе-лення сільських територій України. Проаналізовано динаміку рівня зайнятості населення України затипом місцевості й охарактеризовано передумови напруженості на сільському ринку праці. Установле-но прояви факторів зайнятості макро-, мезо- та мікрорівня з їх диференціацією на демографічну (депопу-ляція, міграція), економічну та соціальну складові. Проведено порівняння показників природного і меха-нічного руху населення України за типом місцевості, також виявлено тенденції механічного руху і тру-дової міграції працівників. Порівняно динаміку рівня оплати праці за різними видами економічної діяль-ності та вказано на її невисокий рівень на відміну від інших європейських країн, особливо для зайнятиху сфері сільського господарства. Доведено важливість відродження тваринницької галузі у контекстіформування зайнятості селян та розвитку аграрного виробництва. Визначено соціальні фактори зайня-тості і їх проблемні аспекти в контексті подолання безробіття. Наведено комплекс заходів, що сприяти-муть зайнятості населення сільських територій у сучасних умовах постпандемічної кризи.The article is devoted to the analysis of tendencies, definition of factors and actual problems of employment ofthe population of Ukrainian rural areas. The dynamics of the level of employment of the population of Ukraine bytype of locality is analyzed and the preconditions of tension in the rural labor market are characterized.Manifestations of macro-, meso- and micro-level employment factors with their differentiation into demographic(depopulation, migration), economic and social components have been identified. The indicators of natural andmechanical movement of the population of Ukraine by type of settlements are compared, the tendencies ofmechanical movement and labor migration of workers are also revealed. The dynamics of the level of wages bydifferent types of economic activity is compared and its low level is indicated in contrast to other European countries,especially for those employed in agriculture. The importance of the revival of the livestock industry in the contextof the formation of peasant employment and the development of agricultural production is proved. The socialfactors of employment and their problematic aspects in the context of overcoming unemployment are identified. It is determined that Ukraine, which is in a transitional stage of its development and is forced to overcomethe consequences of deep economic crises caused by both the geopolitical situation and the COVID-19 pandemic,has a strategically important task — to preserve the available human capital of Ukrainian rural areas. It wasfound that the long-term reform of socio-economic development of the state did not solve the problems ofemployment in rural areas. As a result, there is a significant outflow of rural population to cities or abroad insearch of a decent job and a better life. A set of measures to promote employment in rural areas in the currentpost-pandemic crisis is presented.
