Макроекономічні аспекти реформування адміністративно-територіального устрою, як чинника підвищення ефективності державного та регіонального управління

Abstract

У статті розглядаються окремі питання розвитку територіальної організації влади в сучасній Україні з точки зору впливу адміністративно-територіального поділу держави на рівень ефективності державного та регіонального управління. Звертається увага на існування компетенційних протиріч між органами управління територіальним розвитком з огляду на їх статус та природу. Визначено макроекономічні аспекти побудови моделі управління розвитком територій, зокрема, в частині економічного районування території країни. Окреслюються перспективи адміністративно-територіальної реформи.

The article outlines the main components of the territorial organization of power in Ukraine, defines general directions for reforming the state`s administrative and territorial structure in the context of increasing the efficiency of state and regional governance. Attention is drawn to the contradictions in the process of building a model for managing the socio-economic development of the regions of Ukraine. At the same time, it is not so much highlighted the contradictions connected with the differences in the historical and cultural development of individual territories or confessional affiliation, but rather the objective contradictions related to the competence disputes between the territorial development authorities themselves, arising from differences in the status and nature of these administrative structures. As a main line in improving the development management of the regions of Ukraine, the authors emphasize the need for broad decentralization. At the same time, a significant increase in the role of local government is assumed. The authors determine local self-government as one of the levers for optimizing public administration. The main argument in favor of such an approach is objective incapability of the state administration to provide in full the optimal management of administrative territories. According to the authors, a broad decentralization of public administration should be accompanied by a reform of the administrative territorial division of Ukraine. A gradual refusal to designate the regions as the main administrative-territorial unit and move to the so-called regional approach is proposed. At the same time, regions can cover as one area as well as include the territories of several regions. In the organization the management of regional development proceeds from the fact that the regions are governed by the state, and the settlements are local self-government. There were indicated macroeconomic aspects of building a model of regional development management, in particular those related to the problem of economic zoning and the allocation of statistical regions.

В статье рассматриваются основные вопросы развития территориальной организации власти в современной Украине с точки зрения влияния административно-территориального разделения государства на уровень еффективности государственного и регіонального управления. Обращено внимание на существование компетенционных противоречий между органами управления территориальным развитием с точки зрения их статуса и природы. Определены макроекономические аспекты построения модели управления развитием территорий, в частности экономического районирования территории страны. Очерчены перспективы административно-территориальной реформы.
