Abstract

Варданян А.А. Основні засади державного регулювання інноваційного розвитку. У статті досліджено основні теоретичні аспекти державного регулювання інноваційного розвитку в сучасних умовах господарювання, зокрема вивчено основні підходи щодо трактування понять «розвиток», «інновації» та «інноваційний розвиток» як економічних категорій. Проаналізовано основні засади державного регулювання інноваційного розвитку, а саме нормативно-правову базу, принципи та завдання державного управління інноваційного розвитку. Проведено порівняльний аналіз стратегічних пріоритетних напрямів інноваційної діяльності на 2003-2013 рр. та на 2011-2021 рр.

A.A. Vardanian. Basic principles of innovative development state regulation. The basic theoretical aspects of the innovative development state regulation under modern economic conditions have been researched in the article. In particular, the basic approaches to the interpretation of the concepts “development”, “innovation” and “innovative development” as economic categories have been examined. It has been established that there are three main approaches to the interpretation of the concept “development” as an economic category. They are the following: a process, a set of changes and a result. There are also several approaches to defining the concept of “innovation”. It is considered to be a complex (“diffusive”) phenomenon, a process, an instrument, a commercial solution or product as well as qualitative changes. The author proposes the following definition of the examined concept: the innovative development is a continuous process of introducing qualitative changes by creating, applying and distribution the innovations in the form of new competitive technologies, production and services. The basic principles of the innovative development state regulation, namely the normative and legal base, the principles and tasks of the innovative development state regulation have been analyzed. The comparative analysis of the strategic priority directions of the innovative activity for the period of 2003-2013 and 2011-2021 has been conducted. It has been found out that the strategic priority directions in 2011– 2021 turned to be the same as those in 2003–2013. A peculiarity of modern strategic directions is the shift of the priorities from the economic activity to the human potential and the environment, which seems to be logical since in recent years the whole world community has been dealing with the problems of sustainable development, food and environmental security. The conclusion has been made that the approval of an innovative model of the national economy development will ensure its competitiveness and the way to the sustainable development. Therefore the transition to an innovative model of the national economy development is gradually becoming an imperative of the state policy. First and foremost it is the establishment of the effective legal regulation of the relations in the sphere of the innovations.

Проанализированы основные принципы государственного регулирования инновационного развития, а именно нормативно-правовую базу, принципы и задачи государственного управления инновационного развития. Проведен сравнительный анализ стратегических приоритетных направлений инновационной деятельности на 2003-2013 гг. и на 2011- 2021 гг.
