Управління продовольчою безпекою в системі менеджменту аграрних підприємств

Abstract

Основною метою кваліфікаційної роботи є обгрунтування теоретичних положень і розробка практичних рекомендацій щодо імплементації управління продовольчою безпекою у систему менеджменту діяльності аграрних підприємств. Об'єктом дослідження є організаційно-управлінські, економічні відносини, що виникають в процесі забезпечення управління продовольчою безпекою в системі менеджменту діяльності аграрних підприємств. Предметом дослідження є сукупність теоретико-методичних і прикладних засад, умов і факторів формування та імплементації управління продовольчою безпекою у менеджмент аграрних підприємств. Наукову новизну виконаного дослідження визначають такі результати: удосконалено: – понятійно-термінологічний апарат, зокрема, запропоновано у рамках розширення категоріального апарату «продовольча безпека» запропоновано нові поняття: «продовольча стійкість держави – це рівень продовольчого забезпечення країни, при якому за рахунок внутрішнього виробництва та імпорту продовольства з країн, що реалізують спільну аграрну політику, забезпечується фізична та економічна доступність продовольства в обсязі не меншому, ніж його внутрішнє споживання». Система принципів забезпечення продовольчої безпеки країни доповнюється принципом проведення спільної аграрної політики на міждержавному рівні; – інструментарій оцінки продовольчої безпеки України, адаптований переважно для завдань оцінювання рівня самозабезпечення, що на відміну від існуючих, доповнено коефіцієнтом продовольчої стійкості, який відрізняється від рівня (коефіцієнта) самозабезпечення по відношенню до величини споживання не лише вітчизняного виробництва, а й імпорту продовольства; – формування інтеграційних структур як найважливішої умови сталого та ефективного функціонування агропромислового комплексу на рівні країни, регіону чи суб'єкта господарювання. Створення інтеграційних структур є однією зі складових механізму взаємозв'язку продовольчої безпеки на мезо- та мікрорівнях. Агропромислова інтеграція сприяє адаптації всіх учасників до трансформаційних умов господарювання, зниженню витрат, залученню додаткових інвестицій. набули подальшого розвитку: – методичний підхід до визначення напрямів удосконалення механізму управління продовольчою безпекою, який, на відміну від існуючих, базується на використанні порівняльного аналізу методик оцінки рівня продовольчої безпеки, що дозволяє реалістично оцінювати дієвість вітчизняного організаційно-економічного механізму продовольчої безпеки; – застосування методичного підходу державної підтримки забезпечення продовольчої безпеки в регіональному розрізі. Запропоновано формулу визначення коефіцієнта вирівнювання, яка дасть змогу розрахувати обсяг додаткової державної підтримки сільського господарства, необхідної для усунення значної диференціації регіонів. Коефіцієнт розраховується як відношення раціональної норми споживання до фактичного споживання продукції

The main purpose of the qualification work is to substantiate theoretical provisions and develop practical recommendations for the implementation of food security management in the management system of agricultural enterprises. The subject of the research is the preparation of theoretical, methodical and applied ambushes, minds and factors, the formation and implementation of food security management in the management of agricultural enterprises. The scientific novelty of the study is determined by the following results: improved: – the conceptual and terminological apparatus, in particular, is proposed within the framework of the expansion of the categorical apparatus "Food Security", new concepts are proposed: "Food sustainability of the state is the level of food supply of the country, at which due to domestic production and import of food from countries implementing a common agricultural policy, the physical and economic availability of food is ensured in an amount not less than its domestic consumption". The system of principles for ensuring the country's food security is supplemented by the principle of conducting a common agricultural policy at the interstate level; – tools for assessing the food security of Ukraine, adapted mainly for the tasks of assessing the level of self-sufficiency, which, unlike the existing ones, is supplemented by the coefficient of food sustainability, which differs from the level (coefficient) of self-sufficiency in relation to the amount of consumption not only of domestic production, but also of food imports; – formation of integral structures as the most important and effective functioning of the agro-industrial complex in the region, the region and the sub'ekt of the ruler. Integration of infrastructure structures and storage mechanisms for mutual food safety on the world's markets.
