Abstract

Марчук Ю.М. Фінансування лісового господарства: регіональні особливості. У статті запропоновано авторський концепт удосконалення механізму фінансового забезпечення потреб лісового господарства, який передбачає створення у бюджетах різного таксономічного рівня спеціальних фондів фінансування діяльності лісогосподарських підприємств, диверсифікацію форм та методів інвестиційного забезпечення реалізації лісоохоронних та лісогосподарських проектів та оптимізацію податкового навантаження на постійних лісокористувачів. Обґрунтовано пріоритети врахування регіональних особливостей лісокористування при виборі напрямів фінансової підтримки суб’єктів лісогосподарського підприємництва. Встановлено, що нарощення інвестиційних можливостей державних лісогосподарських підприємств напряму пов’язане зі зменшенням розміру відрахувань чистого прибутку до Державного бюджету України.

В статье предложен авторский концепт совершенствования механизма финансового обеспечения нужд лесного хозяйства, который предусматривает создание в бюджетах разного таксономического уровня специальных фондов финансирования деятельности лесохозяйственных предприятий, диверсификацию форм и методов инвестиционного обеспечения реализации лесоохранных и лесохозяйственных проектов и оптимизацию налоговой нагрузки относительно постоянных лесопользователей. Обосновано приоритеты учета региональных особенностей лесопользования при выборе направлений финансовой поддержки субъектов лесного предпринимательства. Установлено, что наращивание инвестиционных возможностей государственных лесохозяйственных предприятий напрямую связано с уменьшением размера отчислений чистой прибыли в Государственный бюджет Украины.

Yu.М. Marchuk. Financing of forestry: regional features. The article proposes the author's concept of improving the mechanism of financial support for the needs of forestry, which provides for the creation in the budgets of different taxonomic level of special funds for financing the activities of forestry enterprises, diversification of forms and methods of investment support for the implementation of forest protection and forestry projects and optimization of the tax burden on permanent forest users. The priorities are justified of taking into account regional peculiarities of forest management, with the choice of directions of financial support of constituent entities of the forestry enterprise. It is established that the increase of investment opportunities of state forestry enterprises is directly related to the decrease in the amount of deductions of net profit to the State budget of Ukraine. It is proved that the formation of the modern instruments of financial support of permanent forest users in terms of reproduction and protection of forest resource capacity as well as modernization of forestry and forest protection infrastructure should be based on a systematic solution of problems associated with optimization tools of tax regulation of activity of subjects of forest entrepreneurship for strengthening the capacity of domestic forestry investment projects and replenishing working capital; formation of special financial funds for equalizing the conditions of forest management in various natural and climatic zones; expansion of the list of forms and methods of attracting borrowed funds by forestry enterprises to modernize and update the production and technical base for afforestation, reforestation, logging, woodworking and wood waste disposal. It is proved that increasing financial investments in the development of recreational forest management infrastructure, green tourism and hunting will increase the level of capitalization of the forest business through economic use of the potential of ecosystem services that the forest generates. It is established that an important prerequisite for increasing the volume of funding for forestry needs in the Polissia and Carpathian regions is to increase the efficiency of self-financing activities through expanding the range of forms of cooperation with local governments and agricultural business entities regarding the economic development of selfforested farmlands and the implementation of a set of agro-forest ameliorative measures to prevent flooding of settlements and agricultural lands.
