Abstract

Установлено чрезмерную материало- и землеемнисть производства промышленной продукции. Доказано низкую эффективность использования земель промышленности и низкий уровеньвовлечения в хозяйственный оборот земель добывающей промышленности крупных предприятий.Выявлен низкий уровень разработки новых месторождений минерально-сырьевых ресурсов. Проанализированы экологические проблемы и последствия нерационального использования земель промышленности. Обоснованно три основных направления изучения проблем эффективного использования земель промышленности. Определены наиболее эффективные методы исследования вопросов оптимизации промышленного землепользования. Среди этих методов выделено метод комплексного и метод системного анализа соответствующих явлений и процессов. Проанализированы направления оптимизации площадей земель промышленности занятых различными отходами производства. В частностсделан акцент на узаконивании пользования землями промышленности наиболее эффективными и добросовестными с экологической точки зрения землепользователями. Поднят вопрос форм собственности на землипромышленности.

Excessive industrial production`s consumption of material and land was revealed. The low efficiency of industrial land usage and low level of involvement of extractive industries` lands, owned by large enterprises, intoeconomic turnover were proven. The low level of development of new deposits of mineral resources was revealed. Environmental problems and consequences of irrational usage of industrial land were analyzed. The three main directions of study of the problems of effective industrial land usage were substantiated. The most effective methods ofresearch on optimization of industrial land usage were determined. Among these, methods of comprehensive analysis and of system analysis were highlighted. Evaluation methods of optimal areas of industrial land, in particular, extractive industries` land, were considered in detail. The main legal acts regulating these issues were defined. It was found that industrial land is mostly located within settled areas and, therefore, it has a high economic and market value, as well as social one. The most negative consequences of irrational land use industry were examined. The problems related to the growth of areas of disturbed land were referred to the number of the mentioned consequences. Herewith, ways and means to restoration of the natural properties of industrial land were substantiated.
