Визначення підходів до побудови управлінських моделей успішного розвитку рекреаційних регіонів України

Abstract

Досліджено особливості та проблеми розвитку рекреаційнотуристичного потенціалу як основи рекреаційної та туристичної діяльності територій природно-заповідного фонду, а також сучасні форми управління рекреаційною діяльністю. Проаналізовано міжнародні підходи та методології виконання природоохоронної місії та сталого розвитку рекреаційної діяльності. Запропоновано формальне представлення природоохоронного проекту, побудовано кортеж раціонального використання рекреаційних ресурсів у межах зон регульованої рекреації та названо двовимірний підхід до визначення наслідків впливу туризму на ресурси. Здійснено графічний аналіз стану якості рекреаційних ресурсів у разі довготривалого надлімітного використання рекреаційних ресурсів.

The level of recreation and tourism development in Ukraine is low, in spite of significant natural recreational resources and natural conditions. As the world experience shows, recreational resources are not enough for the development of the recreational sector; combination of various factors such as social and economic, environmental, political and cultural is required. The development of recreational territories involves the achievement of such goals as environmental, economic and social. Achieving of these goals is facilitated by a variety of innovative programs and projects which are implemented through the modern marketing tools with use of progressive forms of enterprise, territory and region management. Recreational areas are the environment in which nature, people, production and information interact within the boundaries of administrative and territorial units within and outside of them. This relationship largely determines the direction of economic, environmental and social processes development. The presence of recreational resources and favorable conditions within the recreational territories determines the priority direction of the region’s development and the integration of the recreational economy into the external economic environment. Consequently, nowadays the problem of developing the effective mechanism for regulation and improvement of the regional policy of the development of recreational territories becomes more acute. Dynamic progressive and balanced development of recreational territories is one of the most important problems of the further introduction of market relations and social transformations in Ukraine. Therefore, the authors investigate in the research paper the peculiarities and problems of development of recreational and tourist potential as the principal basis of recreational and tourist activity of territories of the nature reserve fund, as well as modern forms of recreational activities management. The international approaches and methodologies to the implementation of the environmental mission and the sustainable development of recreational activities are analyzed. Graphical analysis of the state of the recreational resources quality was carried out in the long-term limiting use of recreational resources.
