Abstract

Павленко О.П. Інституційне забезпечення публічного управління регіонами. Метою написання статті є процес дослідження інституційного забезпечення публічного управління регіонами України в умовах децентралізації. Розкрито основні вимоги до інституційного забезпечення публічного управління регіонами. Наведено порівняльну характеристика старої та реформованої (децентралізованої) системи органів публічної влади на місцях. Розкрито функціональні обов’язки інституцій децентралізованої влади. Визначено, що у результаті здійсненої реформи децентралізації вдалося досягти значних результатів у системі управління регіонами, районами та територіальними громадами. Обґрунтовано структуру базової одиниці місцевого самоврядування.

Целью написания этой статьи является процесс исследования институционного обеспечения государственного управления регионов Украины в условиях децентрализации. Раскрыты основные требования к институционному обеспечению государственного управления регионов. Определено, что в результате проведенной реформы децентрализации достигнуты значительные результаты в системе управления областями, районами и территориальными общинами. Обоснована структура базового подразделения местного самоуправления.

Pavlenko O. Institutional Support of State Governance of Regions. The purpose of writing this article is the process of studying the institutional support of public administration of the regions of Ukraine in the context of decentralization. The basic requirements to the institutional support of the state administration of the regions are revealed. A comparative description of the old and reformed (decentralized) system of local government is given. The functional responsibilities of decentralized institutions are revealed. It is determined that as a result of the decentralization reform significant results have been achieved in the system of governance of oblasts, rayons and territorial communities. It was studied that in Ukraine there was and still is an opinion on the inexpediency of promoting regional development institutions that would support and implement state regional policy and would be useful in overcoming interregional disparities that always occur in a market economy. It is proved that the institutional support of public regional governance is formed under the influence of globalization processes that reduce the role of the state in the implementation of regional policy, giving preference to democratic principles of regional governance and strengthening government cooperation with business and community. The result of such cooperation is a complex system of public administration, where all powers and responsibilities are shared between public administration bodies, local governments, business and community representatives.
