Формування державної політики розвитку сільських територій

Abstract

Метою кваліфікаційної роботи є обґрунтування теоретичних засад ефективної державної політики сталого розвитку сільських територій в контексті воєнних викликів та з урахуванням світового досвіду. Об’єктом дослідження є організаційно-економічний механізм державної політики сталого розвитку сільських територій. Предметом дослідження є сільські території та процеси державного регулювання їх розвитку. Наукова новизна одержаних результатів полягає у наступному: поглиблено науково-теоретичну державної політики сталого розвитку сільських територій в контексті європейського досвіду; удосконалено системне обґрунтування теоретичних й методичних основ державної політики сталого розвитку сільських територій; дістали подальшого розвитку вдосконалення нових підходів до державної політики сталого розвитку сільських територій напрямку наближення до європейських стандартів «належного врядування». У кваліфікаційній (магістерській) роботі: У першому розділі викладено теоретичні основи формування державної політики сталого розвитку сільських територій. У другому розділі охарактеризовано стан формування державної політики сталого розвитку сільських територій Харківської області у третьому розділі обґрунтовано напрями державної політики сталого розвитку сільських територій регіону: забезпечення системності формування державної політики сталого розвитку сільських територій регіону. Висновки Вирішення проблем відродження та подальшого розвитку сільських територій потребує зміни орієнтації держави у напряму підвищення їх інвестиційної привабливості, запровадження структурної перебудови господарської інфраструктури села на збалансований багатофункціональний розвиток, формування організаційно-економічного інструментарію державного управління з орієнтуванням на самозабезпечення сільських громад.

The goal of the qualification work is to substantiate the theoretical foundations of an effective state policy of sustainable development of rural areas in the context of military challenges and taking into account international experience. The object of research is the organizational and economic mechanism of the state policy of sustainable development of rural areas. The subject of the study is rural areas and the processes of state regulation of their development. The scientific novelty of the results obtained is as follows: the scientific and theoretical state policy of sustainable rural development in the context of European experience has been deepened; the systematic substantiation of the theoretical and methodological foundations of the state policy of sustainable rural development has been improved; the improvement of new approaches to the state policy of sustainable rural development in the direction of approximation to European standards of "good governance" has been further developed. The qualification (master's) thesis: The first section outlines the theoretical foundations of the formation of state policy of sustainable rural development. The second section characterizes the state of formation of the state policy of sustainable development of rural areas in Kharkov region. The third section substantiates the directions of the state policy of sustainable development of rural areas of the region: ensuring the systematic formation of the state policy of sustainable development of rural areas of the region. Conclusions. The solution of the problems of revival and further development of rural areas requires a change in the orientation of the state towards increasing their investment attractiveness, the introduction of structural reorganization of the economic infrastructure of the village for a balanced multifunctional development, the formation of organizational and economic tools of public administration with a focus on self-sufficiency of rural communities
