Інституціональна система інформаційної сфери для активізації міжрегіонального співробітництва

Abstract

Досліджено складові інформаційної інфраструктури міжрегіонального співробітництва; запропоновано інституціональну систему інформаційної сфери та розглянуто основні функції суб’єктів інформаційної інфраструктури для активізації міжрегіонального співробітництва.

Basic participants of information process, as a result of generalization of processes which occur during the provision of information needs of economic entities and the society on the whole are determined. To which the following can be taken: information mediators providing intercommunication of information with the sources of its origin and proprietors; users of information; information generators; information keepers. It is found out that the basic subjects of the information provision are public bodies of power (Ministry of information policy), regional bodies of power (centers of interregional collaboration, management of statistics, etc.), local bodies of power (centers of interregional collaboration support), enterprises which take part in interregional linkages. Verkhovna Rada of Ukraine, Cabinet of Ministers of Ukraine, State Statistics Committee of Ukraine, State Committee of communication and information, other ministries and departments, are the subjects at state level. The subjects at the regional level promoting interregional collaboration is the regional state administration, bodies of local self-government, regional management of statistics, regional commercial and industrial chambers, informative centers, investment centers, educational centers, transport-logistic centers, techno-parks and others. Among the agencies supporting interregional collaboration on a micro level in the sphere of providing information services, internet providers, logistic enterprises, internet shops, advertising agencies, point-of-sale grounds, etc. It is acknowledged that a number of specialized institutions, presented in different organizational forms, which include information centers; agencies of regional development; specialized geo-informational systems; CBC centers; regional informational-innovative-educational complexes; innovative CBC centers, etc. play an active role.
