Abstract

У статті надано спробу уточнити співвідношення понять «соціальна справедливість», «соціальна політика», «соціальний захист» та «соціальна підтримка» в практиці дій держави та регіональних органів управління в соціальній сфері. Звертається увага на певну законодавчу неузгодженність та певну підміну понять, що існують. Окреслено перспективи подальшого наукового пошуку шляхів оптимізації соціальної політики в Україні.

В статье рассматривается соотношение понятий «социальная справедливость», «социальная политика», «социальная защита», «социальная помощь» в прегиональных органов управления в социальной сфере. Обращается внимание на определенную законодательную несогласованость и определенную подмену существующих понятий. Очерчены перспективы дальнейшего научного поиска путей оптимизации социальной политики в Украине.

S.V. Dovhal, G.P. Pasemko, G.I. Besedina Macro- and micro-levels of social policy: the interrelation of basic concepts and their use in state and regional government. The article deals with the interrelation of the concepts "social justice", "social policy", "social protection", "social assistance" in the procedures for developing the policy of social and economic development of Ukraine and its regions. The authors proceed from the fact that these concepts have different degrees of coverage, and, most importantly, differ from each other in essential content. The broadest is the definition of "social justice", which assumes the creation of equal conditions for all members of society to realize their own capabilities and satisfy life needs, the ratio of remuneration on the part of society and its institutions for the deeds, acts and character of the individual's vital activity in accordance with his contribution to the development of this society. The social policy of the state must be built ensuring social justice in its understanding. Social policy itself includes the task of providing social protection of the population and social assistance to single individuals and social groups. The authors believe that it is not entirely justified to use the concept of "social protection" with respect to only the poor. Differences in levels of material welfare are not a decisive criterion in determining the need certian types of social protection. So, if we consider environmental safety as an element of social protection, then everyone needs it, from a simple citizen to the President of the country. The article substantiates the need to identify the macro and micro levels of social policy, notes the inconsistency of certain provisions of the basic laws, which does not allow to formulate an optimal social policy either at the state level or at the level of regional government bodies. As one of the most promising areas of scientific research, the study of the specifics of the activities of social infrastructure various institutions is called as a material basis for the development and implementation of appropriate social policies.
