Abstract

Мельник В.І. Регуляторна політика держави у формуванні зернових ресурсів. У статті обґрунтовано науково-практичні засади регуляторної політики держави у формуванні зернових ресурсів. Здійснено аналіз економіко-правового забезпечення формування зернових ресурсів та їх складових: зерна державного продовольчого резерву; зерна державного резервного насіннєвого фонду; власних ресурсів зерна суб’єктів ринку. Зосереджено увагу на оптимізації структури фінансового забезпечення програм розвитку зерновиробництва.

Осуществлен анализ экономикоправового обеспечения формирования зерновых ресурсов и их составляющих: зерна государственного продовольственного резерва; зерна государственного резервного семенного фонда; собственных ресурсов зерна субъектов рынка. Сосредоточено внимание на оптимизации структуры финансового обеспечения программ развития зернопроизводства.

Implementation of the state regulatory policy in the formation of grain resources is due to the needs of ensuring the country's food security, the formation of an investment, credit, tax, customs policy favorable for the grain market; optimize the structure and efficiency of grain production, establish state control over the quality of grain, products of its processing and high-quality seeds; stabilization of market resources of grain; increasing the export potential of the grain market and other factors that determine the relevance of the proposed research. The article substantiates the scientific and practical principles of the state regulatory policy in the formation of grain resources. The analysis of economic and legal support for the formation of grain resources and their components: grain of the state food reserve; grain of the state reserve seed fund; own grain resources of market players. The focus is on optimizing the structure of financial support for grain production development programs. It is determined that the tasks of state regulation of the agricultural produce market are: support of a stable economic situation in the country; stabilization of market conditions and fluctuations in yield in the industry; food security; protection of the domestic market; ensuring the participation of domestic commodity producers in the international division of labor. The regulatory policy of the state in the formation of grain resources should be based on the peculiarities of the development of the industry, which include: dependence on natural factors, seasonality of grain production and the territorial location of production and processing enterprises; multi-level process of formation of market potential; deepening of economic and zonal specialization of grain production; formation of integration structures and their investment support; development of the sphere of sale, wholesale and retail trade in grain products.
