Abstract

В статті висвітлені особливості та проблеми управління сільськими територіями що пов’язані з: істотним відставанням за рівнем забезпечення соціальними послугами порівняно з міськими жителями; нестачою робочих місць; неспроможністю особистих селянських господарств забезпечити належний рівень добробуту; недоступністю кредитних ресурсів; утратою трудоресурсного потенціалу. Удосконалення управління сільськими територіями розглянуто з позицій побудови багатофункціонального сільського господарства з урахуванням історичних, економічних, соціальних, екологічних та інших особливостей території. Пріоритетні позиції удосконалення управління сільськими територіями пов’язані з: багатофункціональним економічним розвитком сільських громад, удосконаленням системи охорони природного середовища, розвитком туризму, нарощуванням виробничого потенціалу, надання населенню адміністративних, соціальних та інших послуг.

В статье освещены особенности и проблемы управления сельскими территориями что связаны с: существенным отставанием по уровню обеспечения социальными услугами в сравнении с городскими жителями; недостатком рабочих мест; неспособностью личных сельских хозяйств обеспечить надлежащий уровень благосостояния; недоступность кредитных ресурсов; потерями трудоресурсного потенциала. Совершенствование управления сельскими территориями рассмотрено с позиций построения многофункционального сельского хозяйства с учетом исторических, экономических, социальных, экологических и других особенностей территории. Приоритетные позиции совершенствования управления сельскими территориями связаны с: многофункциональным развитием сельских общин, совершенствованием системы охраны природной среды, развитием туризма, наращиванием производственного потенциала, оказанием населению правовых, административных, социальных и других услуг.

The article highlights the peculiarities and problems of rural areas management which are related to a significant lag beyond the standard of the social services providing in comparison with the urban population; the lack of jobs; the inability of individual peasant farms to provide the proper level of wellbeing; the inaccessibility of credit resources; and losses in the labor forces potential. The improvement of rural areas management is considered from the position of the multifunctional agriculture building, which takes into account the historical, economic, social, ecological and other features of the territory. The priority positions for improving the management of rural areas are connected with the multifunctional economic and cultural development of rural communities; the improvement of the environmental protection system; the growing of industrial potential; providing the population with administrative, social and other services. It is found out that rural tourism is a powerful tools for the diversification of rural economy, which stimulates the production, processing and consumption of agricultural products, the providing of transport, recreational, sanitary and domestic services in the rural areas. The social and pertaining to the humanities component of development by increasing the industrial potential of the rural areas was argued in the article. It is shown that the possibility to increase the efficiency of the village existing investment potential realization depends on its successful solution. Changing the ideological foundations of modern policy of the rural areas development with a targeted orientation towards the achieving of the acceptable social parameters of rural population life sustenance is stipulated the increase in the investments volume into the rural settlements development on the basis of the state and private partnership as acceptable under the conditions of budgetary restrictions. The scientific approaches to the rural areas development through the introduction of the innovative technologies instruments system for ensuring the attractiveness of the territories for the investment were proposed. The central place in it was given to the peasant’s interests as for the rebirth of the village on the basis of the effective usage of the agricultural resources, a combination of the productive and nonproductive agricultural potentials.
