Abstract

Бібла І.І. Торговельна політика країн у розв’язанні глобальної продовольчої проблеми. Проаналізовано експорт сільськогосподарських товарів та харчових продуктів за останні чотири десятиліття та визначено причину різкого зростання у кінці ХХ століття. Оцінено переваги для глобальної продовольчої безпеки від зростання міжнародної торгівлі сільськогосподарськими товарами та розглянуто емпіричні дослідження в цій сфері. Визначено можливості та загрози, а також сильні і слабкі сторони лібералізації торгівлі сільськогосподарськими товарами для країн, що розвиваються.

Проанализирован экспорт сельскохозяйственных товаров и пищевых продуктов за последние четыре десятилетия и определена причина резкого роста в конце ХХ века. Оценены преимущества для глобальной продовольственной безопасности от роста международной торговли сельскохозяйственными товарами и рассмотрены эмпирические исследования в этой сфере. Определены возможности и угрозы, а также сильные и слабые стороны либерализации торговли сельскохозяйственными товарами для развивающихся стран.

Bibla. I. Countries’ trade policy in solving the global food problem. The analysis of agricultural and food exports over the last four decades has been analyzed. It was found that the main reason for the sharp increase thereof in the late twentieth century was the World Trade Organization Agreement on Agriculture, which aimed to simplify access to agricultural markets and reduce subsidies to agricultural producers, which distort trade. The benefits for global food security due to the growth of international trade in agricultural products have been assessed and empirical research in this area has been considered. The example of the EU, ASEAN and the African Continental Free Trade Area has shown that trade liberalization has helped most member states reduce food insecurity and increase economic prosperity. In particular, it has been considered that the trade policy of the state can, inter alia, provide a healthy diet for the population by regulating the availability and accessibility of goods enriched with more nutrients and not just satisfy people’s hunger but also be useful. The article analyzes the impact of liberal trade policies on food security at the individual level and focuses on the negative consequences for certain segments of the population. Examples of threats that may arise due to unwise trade policy or unfair behaviour of developed countries have been considered using the example of Kenya and West African countries. The article describes the impact of integration processes and trade liberalization on developed countries. Opportunities, threats, as well as strengths and weaknesses of agricultural trade liberalization for developing countries have been identified. The impact of protectionist policy as a method to regulate food tensions in the country has been assessed; the policy’s short-term and long-term perspective has been characterized. It is established that the isolation policy does not reduce price volatility but, on the contrary, redistributes it between countries. The work is focused on the global regulation of international trade and the new challenge in front of the world community regarding the effectiveness of the World Trade Organization operation.
