Abstract

Шелудько Л.В., Онищенко О.С. Вплив демографічної ситуації на трудовий потенціал країни. В статті була досліджена проблема демографічної ситуації в країні. Розглянувши проблему загострення демографічної кризи в Україні, ми можемо сказати, що її вирішення потребує комплексного підходу перш за все на рівні держави. Необхідною передумовою кардинального змінення демографічної ситуації у напрямку, протилежному тому, яким країна йшла протягом тридцяти років, може бути тільки принципово новий курс соціально-економічної політики, який дозволить в найкоротші строки підвищити добробут громадян, знищити бідність – саме ці кроки зможуть забезпечити підвищення народжуваності, зменшення смертності населення, тому що саме економічна ситуація найбільш істотно впливає на ці показники. Було встановлено, що саме демографічна ситуація має найбільший вплив на трудовий потенціал країни.

Рассмотрев проблему обострения демографического кризиса в Украине, мы можем сказать, что ее решение требует комплексного подхода прежде всего на уровне государства. Необходимым условием при значительном изменении демографической ситуации в направлении, противоположном тому, которым страна шла в течение тридцати лет, может быть только принципиально новый курс социально-экономической политики, который позволит в кратчайшие сроки повысить благосостояние граждан, уничтожить бедность - именно эти шаги смогут обеспечить повышение рождаемости, уменьшение смертности населения, так как именно экономическая ситуация наиболее существенно влияет на эти показатели. Было установлено, что именно демографическая ситуация имеет наибольшее влияние на трудовой потенциал страны.

Sheludko L.V., Onishenko O.S. The demographic situation impact on the labor potential of the country. The problem of demographic situation in the country is studied in the article. Having considered the problem of demographic crisis aggravation in Ukraine we should say that its solution requires an integrated approach primarily at the state level. Under the condition of significant change in the demographic situation in the direction quite opposite to that the country has been moving to for thirty years, the only necessary condition is a fundamentally new course of socio-economic policy, which will in the shortest time allow to increase the well-being of the citizens and eliminate poverty. These steps will be able to ensure the increase in the birth rate, the decrease in the death rate of the population, since it is the economic situation that significantly affects these indicators. It was determined that the demographic situation influences greatly the labor potential of the country. Purpose: to analyze the demographic situation in the country, to reflect its impact on the labor potential and to give recommendations to overcome the demographic crisis. Research methods. During the study monographic and economic – statistical methods were used (the main indicators characterizing the demographic situation were analyzed: population size dynamics, the ratio of urban and rural population, the birth and mortality ratio, natural population growth rates and distribution of the resident population by working capacity and age groups). Results of work. In the last thirty years, under the conditions with no mass epidemics or global natural disasters in Ukraine, the number of its population has decreased by almost 15 million people. Now the country's population is a bit more than 42 million people and by the year of 2050, according to the scientific forecasts, the population will decrease to 34.8 mln. By January 1, 2018 the rural population makes up 30.7% of the total population of the country. In recent years only in 1990 the natural growth rate was 0.5 and in 1995 the natural population decline was 5.8 and this tendency was constantly increasing. Today the natural population decline in Ukraine is 14 people per 1000 inhabitants. The main components of the irreversible demographic losses are the high mortality rate of the children under 1 year old and the men of working age. This figure is the highest in Europe. The age structure of the population, which now consists of active, passive and potential parts, has a significant impact on the qualitative socio-demographic characteristics of the population. Accordingly, the active part is the people of working age. By January 1, 2020 the active part of the population in Ukraine was 53.0%, the passive one - 29.9% and the potential part - 17.1%. The fact that in rural areas the number of people over the working age significantly exceeds the number of children causes a special concern. It testifies that the able-bodied population has mainly to focus its efforts to maintain people who are retired but not to replenish the younger generation of peasants.
