Формування лідерських компетентностей публічних службовців

Abstract

Основною метою кваліфікаційної (магістерської) роботи є дослідження теоретичних аспектів та надання практичних рекомендацій щодо удосконалення формування лідерських компетентностей публічних службовців. Об’єктом дослідження є процес організації ефективного управління конкурентоспроможністю у сільськогосподарських підприємствах. Об’єктом дослідження є процес формування лідерських компетентностей публічних службовців. Предметом дослідження є теоретико-методичні засади удосконалення процесу формування лідерських компетентностей публічних управлінців. В роботі досліджено теоретико-методичні основи та практичні засади формування лідерських компетентностей публічних управлінців у відповідності до принципів управління та розвитку персоналу Національного агентства України з питань державної служби. Теоретичною та методичною базою наукового дослідження є нормативно-правові документи, навчальна та наукова література, науково аналітичні статті вітчизняних та зарубіжних авторів з проблематики лідерства та формування лідерів-управлінців, матеріали доповідей, аналітичні звіти. На основі опрацювання теоретичних та практичних матеріалів зроблені відповідні висновки та обґрунтовані певні положення щодо формування лідерських компетентностей публічних службовців.

The main goal of the qualification (master's) thesis is to research theoretical aspects and provide practical recommendations for improving the formation of leadership competencies of public servants. The object of the study is the process of organizing effective management of competitiveness in agricultural enterprises. The object of the study is the process of formation of leadership competencies of public servants. The subject of the research is the theoretical and methodological principles of improving the process of formation of leadership competencies of public managers. The paper examines the theoretical and methodological foundations and practical foundations of the formation of leadership competencies of public managers in accordance with the principles of management and personnel development of the National Agency of Ukraine for Civil Service. The theoretical and methodical basis of scientific research is normative and legal documents, educational and scientific literature, scientific and analytical articles by domestic and foreign authors on the issue of leadership and the formation of leaders-managers, materials of reports, analytical reports. Based on the study of theoretical and practical materials, appropriate conclusions were made and certain provisions regarding the formation of leadership competencies of public servants were substantiated.
