Abstract: Restaurant business in Ukraine is one of the most profitable, promising and competitive sector of the economy. Strategic development of restaurant businesses is impossible without proper justification of man agement decisions, according to the set strategic goals and available resources. The article argues that man agement decision-making is a cyclical sequence of the management entity actions aimed at solving a certain problem and which provide a certain sequence of procedures (situation analysis, generation of alternatives, decision-making and its execution). Taking into account the complexity of the management decision-making technology, the following limitations are defined and characterized: importance, frequency, urgency, and alternative. The proposed model alternatives decision-making concerning strategic development of restau rant business enterprises, the main parameters which are the criteria for forming the development strategy of many alternatives, information, competence of the person taking management decision and selection rules (acceptance) management decisions on strategic development of the restaurant business enterprises. The research proves that the development strategy of any restaurant business enterprise is aimed at achiev ing the maximum level of profitability, increasing the level of competitiveness, financial stability and growth of the net value of restaurant services with a minimum level of risk. With the aim of solving the problem of choosing from a specific set of strategic development of the restaurant business enterprises optimal deve lopment strategy developed a hierarchical model of decision-making concerning strategic development of res taurant business enterprises, the global aim of which (the effective strategic development of the restaurant business enterprises) is achieved in dominant strategies through the implementation of sub-goal – ensuring economic and social growth of the restaurant business enterprises on the basis of the economic and social priorities of its growth. To justify the optimal development strategy of restaurant business enterprises the methodical tools for making strategic decisions based on the combination of economic and social development priorities takes into account the balance of economic factors in the development of the restaurant business enterprises on the principle “resources – cost – results” value and consumer restaurant services and allows on the basis of game-theoretic economic and mathematical model to determine the optimal development strategy of restaurant business enterprises for the foreseeable future.
