Abstract

В статье проведен детальный анализ расходов сводного бюджета по программной классификации, то есть в разрезе бюджетных программ и исследованы расходы сводного бюджета на поддержку сельского хозяйства согласно функциональной и программной классификации. Доказано, что механизм государственной поддержки инновационного развития аграрного сектора должен базироваться на дуалистической взаимодействия системы государственного регулирования отрасли.

The article provides a detailed analysis of the consolidated budget expenditures according to the program classification, ie in terms of budget programs and examines the consolidated budget expenditures for agricultural support according to the functional and program classification. This made it possible to study the financing of the declared goals and objectives of agricultural policy with budget funds, their financing by the main administrator of budget funds - the Ministry of Agrarian Policy and Food of Ukraine. Accordingly, the mechanism of state support for innovative development of the agricultural sector requires adaptation to the latest conditions of economic development of the national economy. Today, the mechanism of state support of the agricultural sector is divided into the budget support mechanism, when budgets of all levels provide budget services and extra-budgetary type of state support, which are economic policy measures that do not require spending the state budget. It has been proved that there are two types of state support for agricultural producers: regional, when measures of state support for agricultural business are extended only within a particular region or business entity. Accordingly, on the basis of research on budget programs of agricultural policy in Ukraine, the order of distribution of budget subsidies gave us the opportunity to justify the mechanism of state support for innovative development of the agricultural sector. Accordingly, the mechanism of state support for innovative development of the agricultural sector requires adaptation to the latest conditions of economic development of the national economy. Today, the mechanism of state support of the agricultural sector is divided into the budget support mechanism, when budgets of all levels provide budget services and extra-budgetary type of state support, which are economic policy measures that do not require spending the state budget. It is proved that the mechanism of state support of innovative development of the agricultural sector should be based on the dualistic interaction of the system of state regulation of the industry and the mechanism of state support, based on a combination of these elements The main task of the mechanism of state support for innovative development of the agricultural sector should be the formation of an appropriate institutional environment that would generate effective regulatory, fiscal, innovation, investment policy. Thus creating a field of stimulating influence for the development of innovation in general, and innovative industries in particular. The result of the stimulating effect should be the following indicative indicators: growth of the share of science-intensive products in the agricultural sector; increasing the share of investment in R&D and innovative production; increasing the level of profitability of innovation-oriented enterprises.
