Теоретичні аспекти та перші результати децентралізації (на прикладі Харківської області і Малоданилівської ОТГ)

Стаття присвячена дослідженню теоретичних положень щодо процесів децентралізації державного управління. У процесі дослідження здійснено аналіз окремих аспектів децентралізації, розглянуто її типи; з’ясовано причини спротиву децентралізації та обґрунтована необхідність реформи влади у нашій країні; розглянуто децентралізацію у деяких країнах світу, основним мотивом якої були перспективи місцевого розвитку й благоустрою окремих територіальних громад; обгрунтована можливість розвитку сільських територій в Україні через реалізацію реформи органів місцевого самоврядування з використанням міжнародного досвіду, але враховуючи унікальні економічні, соціальні, політичні, культурні особливості нашої країни; оцінено сучасний стан реформи влади в Україні та перші результати реалізації децентралізації на прикладі Харківської області; проаналізовано перший рік діяльності Малоданилівської об’єднаної територіальної громади, з’ясовано основні переваги і недоліки цієї діяльності на основі результатів проведеного анкетування посадовців та громадськості.

В статье исследованы теоретические аспекты децентрализации государственного управления. В процесе исследования проведен анализ отдельных аспектов децентрализации, рассмотрены ее типы; определены причины противодействия децентрализации и обоснована необходимость реформы власти в нашей стране; изучено децентрализацию в некоторых странах мира, главной целью которой были перспективы местного развития и благоустройства отдельных территориальных громад; обоснована возможность развития сельских территорий в Украине через реализацию реформы органов местного самоуправления с использованием международного опыта и учетом уникальных экономических, социальных, политических, культурных особенностей нашей страны; дана оценка современному состоянию реформы власти в Украине и первым результатам реализации децентрализации на примере Харьковской области; проанализован первый год деятельности Малоданиловской ОТГ, определены основные преимущества и недостатки этой деятельности на основе результатов проведенного анкетирования представителей местной власти и общественности.

The article is devoted to the study of the theoretical positions regarding the processes of the state management decentralization. In the course of the study the analysis of some aspects of decentralization has been made, the types of decentralization have been characterized: namely, the administrative, fiscal, political, economic, ecological ones; the reasons to oppose the decentralization have been determined and the necessity to reform the management in our country have been substantiated; the experience and the results of decentralization in some countries of the world have been considered, the main aim of the decentralization in the above countries was the prospects of the local development and the improvement of the separate territorial communities; the possibility to develop rural territories in Ukraine by the implementation of the reform of the organs of the local self-government with the use of the international experience and taking into consideration the unique economic, social, political and cultural peculiarities of our country has been substantiated; the current state of the government reform in Ukraine and the first results of the decentralization implementation by the example of Kharkiv region have been assessed; the first year of the activity of Mala Danylivka united territorial community has been analyzed, the main advantages and disadvantages of this activity have been determined on the basis of the results of the questionnaire survey of the officials and the public, they are: a significant increase in the financial resources that can be managed by the united territorial communities; spending the largest part of the financial resources on the solution of the current problems, while the lack of some projects should stimulate the long-term development of the community creating the additional sources of the community income; lack of the authority of the united territorial community in the field of health care, architectural and construction control and the removal of the local self-government from the solution of the issues in the field of land relations.
