Перспективи удосконалення управління в лісовому господарстві України та поліпшення його екологічного стану

Abstract

Представлені результати досліджень подальшого удосконалення та розвитку управління лісового господарства України, з урахуванням положень земельного та лісового законодавства та перспективи поліпшення його екологічного стану.

Представлены результаты исследований дальнейшего развития лесного хозяйства Украины, с учетом положений земельного и лесного законодательства качества молока при интоксикации организма эндогенными элементами. Согласно Конституции Украины земля, ее недра, атмосферный воздух, водные и другие природные ресурсы, находящиеся в пределах территории Украины, природные ресурсы ее континентального шельфа, исключительной (морской) экономической зоны являются объектом права собственности Украинского народа. От имени украинского народа права собственника осуществляют органы государственной власти и органы местного самоуправления Экологическое и лесное законодательство Украины не в полной мере способно обеспечить защиту леса, поскольку, в первую очередь, во многом остается декларативным и не содержит конкретных механизмов решения существующих проблем. Анализ системы государственного управления лесами освещает ряд ключевых проблем, которые требуют законодательно-правового и институционального урегулирования; полномочия государства по управлению лесами чрезмерно распылены между различными органами исполнительной и законодательной власти. Многочисленное дублирования функций размывает границы ответственности между различными государственными институтами и снижает уровень управляемости лесным фондом. Не в полной мере и очень избирательно учитывает достижения и опыт современного международного экологического законодательства. Поэтому одной из необходимых мер по улучшению современного уровня государственного управления и контроля предлагаются структурные изменения существующих схем лесопользования в лесах Украины всех форм собственности, внедрение которых позволит решить проблемы нерационального использования лесов и земель лесного фонда.
