Державне регулювання модернізації національної економіки в контексті стимулювання інноваційного розвитку України

Abstract

У статті досліджено проблеми державного регулювання модернізації національної економіки України. Узагальнено підходи щодо вдосконалення модернізаційних змін на засадах стимулювання інноваційного розвитку національної економіки країни. Здійснено оцінку позиції України за основними складовими Індексу глобальної конкурентоспроможності, відповідно якого Україна займала 52 місце серед 138 країн світу за рівнем інноваційного розвитку економіки. Охарактеризовано промислові підприємства України за напрямами проведення інновацій. Запропоновано наукові підходи до врахування групи факторів, що сприяють посиленню управлінських впливів на суб’єкти економічної системи для стимулювання інноваційного розвитку країни: ресурсного забезпечення, місцевого розвитку, екологічного імперативу, конкурентного середовища, наукового потенціалу, міжнародного середовища. Визначено напрями регулювання модернізації національної економіки та запропоновано підхід до прийняття управлінських рішень для забезпечення економічного зростання України на засадах інноваційного розвитку.

The article is devoted to problems of state regulation of the modernization of the national economy of Ukraine. The purpose of the article is to carry out systematic analysis in order to identify problem points and identify ways to improve the state regulation of modernization changes in terms of stimulating the innovation development of the national economy. The methodological basis is the position of economic theory, the theory of modernization, and innovation growth. Empirical evidence obtained by the authors through the processing of statistical data and monographic observations. According to the results of the study, the approaches to improving the modernization changes on the principles of stimulating the innovation development of the national economy are summarized. The position of Ukraine regarding the main components of the Global Competitiveness Index is assessed, according to which Ukraine ranks 52nd among 138 countries in terms of innovative development of the economy. Industrial enterprises of Ukraine are described in the directions of innovations. It was found that the innovative development of industrial enterprises is carried out through the purchase of new machines, and the most innovative ones are the production of basic pharmaceutical products and preparations, computers, electronic and optical products, vehicles, coke and products of oil refining. One of the main reasons is to reduce the share of research expenditures in Ukraine in the structure of GDP, which decreased from 0,7% to 0,48% for 2013-2016. In 2015, the share of research expenditures on GDP in the EU-28 countries averaged 2.03%. The scientific approaches are proposed for taking into account a group of factors that contribute to the strengthening of managerial influences on subjects of the economic system to stimulate the country's innovation development. The factors determining the modernization of the national economy in the context of implementing the innovation paradigm of its development are summarized: resource support, local development, ecological imperative, competitive environment, scientific potential, international environment. The directions of regulation of modernization of the national economy are determined and the approach to making managerial decisions for ensuring economic growth of Ukraine on the principles of innovative development is proposed. The necessity of formation of innovative environment by means of development of human resources, creation of innovations and provision of communication processes is substantiated. The main forms should be the mobilization of internal resources of the national economy by attracting investments for restructuring, technological modernization and the formation of modern infrastructure. The results of the study can be used in developing approaches to stimulate modernization at various levels of government

В статье исследованы проблемы государственного регулирования модернизации национальной экономики Украины. Обобщены подходы по совершенствованию модернизационных изменений на основе стимулирования инновационного развития национальной экономики страны. Осуществлена оценка позиции Украины по основным составляющим Индекса глобальной конкурентоспособности, в соответствие с которым Украина занимала 52 место среди 138 стран мира по уровню инновационного развития экономики. Охарактеризованы промышленные предприятия Украины по направлениям проведения инноваций. Предложены научные подходы к учету группы факторов, способствующих усилению управленческих воздействий на субъекты экономической системы для стимулирования инновационного развития страны: ресурсного обеспечения, местного развития, экологического императива, конкурентной среды, научного потенциала, международной среды. Определены направления регулирования модернизации национальной экономики и предложен подход к принятию управленческих решений для обеспечения экономического роста Украины в рамках инновационного развития.
