Переваги та недоліки джерел фінансування бюджетного дефіциту

Abstract

Стаття присвячена проблемам фінансування дефіциту бюджету, розглянуто джерела та методи фінансування, проаналізовано їх переваги та недоліки, а також їх вплив на величину дефіциту

The problem of financing the budget deficit is closely linked to the economic substance of the deficit itself, as the imbalance in the budget involves finding the necessary financial resources, optimising the level of the budget deficit and making appropriate decisions. The sources of financing for the deficit should understand as a combination of financial resources necessary to cover the number of budget expenditures that are not secured by its revenues. Having considered ways to finance a budget deficit, it must emphasise that none of the financing methods has full advantages over others and is not entirely non-inflationary. The government, when deciding on how to finance a budget deficit, should proceed from the economic feasibility of attracting each of the sources of funding. To maximally efficiently manage the state budget deficit, it is necessary to apply a system of economic measures, as well as fiscal rules. The lack of financing for Ukraine is critical and essential, it should not reduce, but instead refocused on solving the main problems of the state's economy, i.e. funding of priority sectors, revitalisation of investment activity, etc. In the process of budget planning, among the sources of financing separate the ones that are intended to manage the liquidity of the budget, and those that are designed to cover the budget deficit.
