Інноваційність національної системи землекористування

Abstract

Шарко І.О., Ярута М.Ю. Інноваційність національної системи землекористування. У статті висвітлено положення щодо того, що землеустрій є потужним інноваційним економічним потенціалом нашої країни, та являє собою набір правил і дій, що мають на меті забезпечення сталого розвитку сільськогосподарського землекористування. Указано, що інноваційність землеустрою полягає в нормуванні відносин між органами державної влади, місцевого самоврядування та самоуправління, суб’єктами господарювання на землі. Доведено, що проекти землеустрою – обов’язкова умова ведення господарювання на землі.

В статье освещены положения о том, что землеустройстве является мощным инновационным экономическим потенциалом нашей страны, и представляет собой набор правил и действий, имеющих целью обеспечение устойчивого развития сельскохозяйственного землепользования. Указано, что инновационность землеустройства заключается в нормировании отношений между органами государственной власти, местного самоуправления и самоуправления, субъектами хозяйствования на земле. Доказано, что проекты землеустройства - обязательное условие ведения хозяйствования на земле.

The article reveals that the innovations of the national land use system at the present stage of land relations development in Ukraine is realized through land management, which combines the theoretical and practical aspects of costeffective and rational land management. It is noted that the basis for the innovative development of the competitive agricultural land use in both domestic and foreign markets is an integral part of the land use management system; the strategic plan for its modernization is the territorial organization of the areas. At the same time, the land management projects are a scientific prerequisite for a limited land use regime, which aims to stop the degradation of soil cover and protect the vulnerable infrastructure, people, animals, etc. in the process of economic activity on the land; it ensures the adaptation of the agricultural crops system to quality parameters of the soil cover and creates the favourable conditions for the development of the entrepreneurial activity on the land. It is proved that the discovery of Ukraine was the approval of another innovative tool, namely the monitoring of land relations at the legislative level. The invention of an innovative way to conduct regular monitoring of the implementation of land reform and identify the hidden problems of the process in Ukraine is implemented through the project “Barometer of land reform: information and advocacy campaign”. Ensuring the sustainable development of society involves a broader approach than the traditional economic mechanism of development. It is necessary to develop the innovative forms of land management taking into account the ecological restrictions on land use in the context of the balanced spatial socio-economic development.
