Еколого-економічні аспекти використання земельно-ресурсного потенціалу рекреаційних територій міських агломерацій

Abstract

Калина Т.Є., Шушулков С.Д. Еколого-економічні аспекти використання земельно-ресурсного потенціалу рекреаційних територій міських агломерацій. У статті досліджені сучасні тенденції розвитку урбанізації пов’язані із утворенням міських агломерацій, визначені особливості функціонування та доведено, що міські агломерації є ареалами випереджуючого економічного зростання. Обґрунтовано значення для населення міських агломерацій потреб у рекреації, яка залежить від потенціалу природних ресурсів. Уточнено понятійно-категоріальний апарат в контексті визначення понять: «потенціал», «природноресурсний потенціал», «земельно-ресурсний потенціал». Наведено авторське бачення трактування поняття «земельно-ресурсний потенціал рекреаційних територій міських агломерацій». Проведена оцінка використання земельно-ресурсного потенціалу Одеської міської агломерації, здійснено розподіл земель за угіддями та землями, які потенційно можуть бути використані для рекреаційної діяльності.

В статье исследованы современные тенденции развития урбанизации связанные с образованием городских агломераций, определены особенности их функционирования и доказано, что городские агломерации являются ареалами опережающего экономического роста. Обосновано значение для населения городских агломераций потребностей в рекреации, которая зависит от потенциала природных ресурсов. Уточнен понятийно-категориальный аппарат в контексте определения понятий: «потенциал», «природно-ресурсный потенциал», «земельно-ресурсный потенциал». Приведены авторское видение трактовки понятия «земельно-ресурсный потенциал рекреационных территорий городских агломераций». Проведена оценка использования земельно-ресурсного потенциала Одесской городской агломерации, осуществлено распределение земель по угодьям и землями, которые могут быть использованы для рекреационной деятельности.

It is proved that urban agglomerations are the areas of priority economic growth and urban agglomeration accounts for the slight increase of the urban population. Accented that the peculiarities of functioning and development of urban agglomerations is the impact on land resources and the environment, actualizarea the question of creation of recreational areas and the trend of reduction of places for recreation of the population. It justifies the value for population in urban agglomerations needs in recreational activities, which depends on the region's natural resources is the main condition for the provision of recreational services. Refined conceptual and categorical framework in the context of the definition of "potential", "natural resources", "land resource potential". Given the author's vision of the interpretation of the term "land and resource potential of the recreational areas of urban agglomerations", which according to the authors is understood as the combination of available land and related resources and conditions, the quantitative and qualitative possibilities of the area allocated to meet the needs of the urban population and adjacent areas in the restoration of forces and rest, for which certain forms and ways of use of land having clear boundaries and legal status and is intended for recreational purposes. A study of the use of the land resources of recreational areas on the example of Odessa urban agglomeration. implemented the distribution of lands according to land and land that can potentially be used for recreational activities. It is argued that the increase of areas suitable for recreational activities is advantageously carried out through the transformation of disturbed, degraded and unproductive land through land reclamation, preservation and transfer them into separate objects that can be a recreation and development of the required documentation for land. It is proved that the basis of the organization of the recreational areas is the presence on the land natural recreational properties and the suitability of this land for the organization of certain types of recreational activities.
