Abstract

Термоса І.О., Зігун В.О. Аспекти соціально-економічного захисту населення в умовах сталого розвитку. У статті розкриті теоретичні аспекти соціально-економічного захисту населення в державі. Розкритий зміст соціального захисту в межах Цілей сталого розвитку. Розкриті питання забезпечення мінімального рівня соціального захисту на рівні держави. Відображені основні засади щодо соціального захисту, які сформовані Міжнародною організацією праці. Запропоновано підхід щодо поетапного виконання Цілей сталого розвитку, який базується на трьох визначених контурах: соціальному, соціально-економічному та контурі сталого розвитку. Зроблено висновок про неможливість переходу на засади сталого розвитку без формування розвиненої системи соціального захисту населення держави.

В статье раскрыты теоретические аспекты социально-экономической защиты населения в государстве. Раскрыто содержание социальной защиты в пределах Целей устойчивого развития. Раскрыты вопросы обеспечения минимального уровня социальной защиты на уровне государства. Отображены основные принципы относительно социальной защиты, которые сформированы Международной организацией труда. Предложен подход поэтапного выполнения Целей устойчивого развития, которое базируется на трех определенных контурах: социальному, социально-экономическому и устойчивого развития. Сделан вывод о невозможности перехода на принципы устойчивого развития без формирования развитой системы социальной защиты населения государства.

The article reveals the theoretical aspects of social and economic protection of the population in the state. Thus, social protection is seen as an important means of combating poverty at the global level. And also as a call for states to introduce at the national level appropriate systems and measures of social protection for all, including setting minimum levels, and by 2030 to achieve substantial coverage of the poor ”(goal 1.3). It should be noted that the minimum level of social protection in each country is understood as the minimum set of guarantees for social security, the purpose of which is to prevent or at least reduce the level of poverty and social insecurity, as well as to reduce the level of negative impact from various social and economic shocks on the most vulnerable layers of Вісник ХНАУ ім. An approach is proposed for the phased implementation of the Sustainable Development Goals, which is based on three distinct lines: social, social and economic and sustainable development. Investigating the sequence of achievement of the Sustainable Development Goals, we propose to distribute them beyond three circuits. That is, there are priority goals, without which the development of the country does not occur at all. That is, in order to ensure its own development, any country must solve the question of what are contained in Sustainable Development Goal 1. “Overcoming poverty in all its forms everywhere” and Sustainable Development Goals 2. “Overcoming hunger, achieving food security”. In order to fulfill Goal 1, the state should introduce appropriate social protection systems and measures for all at the national level, including the establishment of minimum levels, and by 2030 achieve substantial coverage of the poor and vulnerable groups of population (paragraph 1.3). At another stage, the goals of social and economic development will be achieved (Goal 4, 8, 9). The achievement of these goals, in our opinion, will provide a higher level of social protection in the state. The socio-economic contour is the basis for fulfilling the goals of the sustainable development contour. That is, only when a significant technological level of production, innovative market economy, and competitive professional education is achieved, the state will be able to ensure the implementation of the Sustainable Development Goals. Currently, Ukraine is not able to fully fulfill its obligations for a sufficient level of financing of the social sphere and social protection system for several reasons - a significant decrease in its own production, a significant political crisis, a lack of financial resources due to a significant credit burden on the budget, lack of investment, etc. All this causes insufficient social guarantees, payments and benefits to the population to the extent provided by law, and leads to the need for and changes in the social protection system.
