Abstract

Топчій О.О. Завдання та пріоритети реформування житлово-комунального господарства на засадах сталого розвитку. У статті розглянуто сутність, основні засади та цілі переходу житлово-комунального господарства України до моделі сталого розвитку. Проведено аналіз проблем розвитку та модернізації ЖКГ у розрізі економічного, соціального та екологічного напрямів. Досліджено наукові підходи та визначено пріоритети сталого розвитку сфери житлово-комунального господарства. Запропоновано методичний підхід до формування та інтеграції економічних, соціальних і екологічних цілей розвитку житлово-комунального господарства, визначено принципи встановлення цілей та умови для їх реалізації.

В статье рассмотрены сущность, основные принципы и цели перехода жилищно-коммунального хозяйства Украины к модели устойчивого развития. Проведен анализ проблем развития и модернизации ЖКХ в разрезе экономического, социального и экологического направлений. Исследована научные подходы и определены приоритеты устойчивого развития сферы жилищно-коммунального хозяйства. Предложен методический подход к формированию и интеграции экономических, социальных и экологических целей развития жилищно-коммунального хозяйства, определены принципы установления целей и условия для их реализации.

Topchy O.O. Tasks and priorities of reform for housing and communal services sustainable development. At the present stage of transformational transformations, which, among other things, prioritize the gradual approximation of the national economy to EU standards, the implementation of relevant economic, social and administrative reforms of housing and communal services remain one of the most acute problem and require the development of a comprehensive strategic approach to solving them. One of the important conditions for ensuring a balanced development of the housing and communal services system is the development of a common concept of sustainable housing reform, which will become the basis for the formation of appropriate regional and municipal programs and mechanisms for their implementation. The purpose of this article is to analyze problems and develop an integrated approach to sustainable housing and communal services sector development. The essence, main principles and goals of transition of housing and communal services of Ukraine to the model of sustainable development are considered in the article. The analysis of problems of development and modernization of utilities in the context of economic, social and environmental directions is carried out. The scientific approaches are researched and the priorities of sustainable development of the housing and communal services sector are determined, among them: ensuring the profitable functioning of utilities, establishing fair tariffs, creating conditions for attracting investments in the modernization of housing and infrastructure, bringing up the quality of services to European standards to an eco-oriented functioning system. A methodological approach to goal setting is substantiated, the use of which will systematize the process of implementation of sectoral reforms based on prioritization of measures to ensure sustainable development based on the principle of coherence of decisions to maintain the balance of social, economic and environmental needs at all levels of government. The use of this approach can be duplicated at different levels of aggregation: state, region, city, community, adjusting the conditions and directions of implementation in accordance with the administrative and functional authority of housing management bodies.
