Abstract

Мискін Ю.І. Соціально-економічний розвиток держави як цільовий орієнтир державної бюджетної політики. У статті досліджено сутність соціально-економічного розвитку держави і обґрунтовано доцільність його використання як цільового орієнтиру державної бюджетної політики. Запропоновано ключові показники соціально-економічного розвитку держави як критерію оцінки ефективності державної бюджетної політики з позиції цільового підходу.

Y.I. Myskin. Socio-economic development of the state as a target landmark of the state budget policy. The article substantiates that the main goal of the state budget policy is to ensure the social and economic development of the country. At the same time, the domestic practice of formation and implementation of the budget policy has no effective technology for assessing its effectiveness to this day. To solve this situation, the goal was to identify the key indicators of the country's socio-economic development as a criterion for evaluating the effectiveness of the state budget policy from the standpoint of the target approach. Investigating approaches to assessing the level of socio-economic development of the state in domestic legislation, substantiated that the opinion is based on the incorrect application of the comparison of indicators of Ukraine with other states as the main criterion. Firstly, it is possible to ensure a high standard of living for citizens without being the "leading" country in the world; Secondly, the assessment of socio-economic standards is carried out in a system of indicators, which creates a difficult situation with regard to ranking countries. According to the results of the critical approach to the views of scientists on understanding the essence of socio-economic development of the country as the target landmark of the state budget policy were the following generalizations: 1. Author's interpretation of the essence of the concept of "socioeconomic development of the state" as a three-dimensional symbiosis, which manifests itself through improvement in the dynamics of the state of ensuring the ecological, social and economic standards of life of people in the state, is proposed. 2. The key indicators of socio-economic development of the country, as a criterion for assessing the effectiveness of the state budget policy in the context of the target approach are the state of ensuring ecological, social and economic standards of human activity. The obtained results of the study form the basis for the development of a method of practical assessment of the efficiency of the state budget policy from the standpoint of the target approach.
