Напрямки імплементації стратегії сталого розвитку в аграрному секторі економіки України

Махмудов Х.З., Устік Т.В. Напрямки імплементації стратегії сталого розвитку в аграрному секторі економіки України. У статті здійснене дослідження раніше невирішених питань, які можуть гальмувати чи блокувати перехід національної економіки на засади сталого розвитку. Для визначення основних ризикових ситуацій та можливостей, а також дослідження слабких сторін та загроз для національної економіки в ході імплементації основних положень сталого розвитку здійснений SWOT-аналіз можливості запровадження основних положень сталого розвитку в провідні галузі національної економіки. Розроблений та запропонований перелік необхідних дій по запровадженню положень сталого розвитку в аграрний сектор та сільські території. Робиться висновок, що впровадження запропонованих кроків по імплементації аспектів сталого розвитку буде сприяти переходу на засади «зеленої» економіки.

В статье осуществлено исследование прежде нерешенных вопросов, которые могут тормозить или блокировать переход национальной экономики на принципы устойчивого развития. Для определения основных рисковых ситуаций и возможностей, а также исследования слабых сторон и угроз для национальной экономики в ходе имплементации основных положений устойчивого развития осуществлен Swot-анализ возможности внедрения основных положений устойчивого развития в стратегические области национальной экономики. Разработан и предложен перечень необходимых действий по внедрению положений устойчивого развития в аграрный сектор и сельские территории. Делается вывод, что внедрение предложенных шагов по имплементации аспектов устойчивого развития будет содействовать переходу на принципы «зеленой» экономики.

Mahmudov H., Ustik T.V. The directions of implementation of strategy of sustainable development in the agrarian sector of economy of Ukraine. For today the strategy of development of national economy is oriented on basic provisions of the concept of sustainable development. The specified Concept includes priorities of advance of "green" economy according to the final Declaration of a conference of the United Nations on sustainable development (Rio de Janeiro, on June 20-22, 2012). Ukraine joined global process of ensuring sustainable development. For establishment of a strategic framework of national development of Ukraine until 2030 inclusive process of adaptation of sustainable development goals was begun. For today in Ukraine the absent accurate program platform, is not present the list of the created and approved development plans for certain areas of economy including agriculture. "Greening" of national economy is a new principle of growth for Ukraine and the generator of new jobs in its industries. Implementation of the principles of sustainable development in harmony with economic development, social welfare and reduction of negative impact on the environment is the purpose of Strategy of sustainable development of Ukraine till 2030 and the National plan of action till 2020. Realization of accurately certain actions is necessary for providing conditions of appropriate management and strengthening of institutional and administrative potential in the field of advance of "green" economy on national level. The National working group has to be responsible for the general coordination of implementation of basic provisions of sustainable development and "green" economy. For ensuring internal financing of the planned measures it is necessary to decide the list of expenses from the state budget and also to prove attraction and use of other financial mechanisms and receipts. Introduction of the offered steps on implementation of sustainable development will promote achievement of the following results: continuous activity of the National working group of rather sustainable development; increase in energy efficiency of the country; integration of "green" economy for small and medium-sized enterprises; increase in the area of farmlands with ecological production, quantities of ecological producers and the exported ecological products; decrease in environmental pollution and others.
