Abstract

Михайлов М.С. Діагностика ефективності управління інноваційними процесами у контексті стратегічного розвитку. У статті проведена діагностика ефективності управління інноваційними процесами у контексті стратегічного розвитку регіону. Одним з лідерів у сфері інноваційного розвитку серед регіонів України виступає Миколаївська область. Регіон має ряд переваг, що сприяють досягненню цілей інноваційного розвитку. Продовж 2012-2016 рр. загальний обсяг витрат на здійснення інноваційної діяльності підприємств регіону збільшився на 74 %, що свідчить про активну інноваційну позицію вагомої частини підприємницького сектору регіону. Рівень інноваційної активності та економічної ефективності підприємств Миколаївської області у 2015 значно поступався середнім показникам по Україні, проте у 2016 р. за переважною більшістю індикаторів Миколаївський регіон можна віднести до лідируючих за рівнем інноваційної активності. Водночас, слабкою стороною регіону є недостатньо активне впровадження нових технологічних процесів на підприємствах області, особливо ресурсозберігаючих.

В течение 2012-2016 гг. общий объем расходов на осуществление инновационной деятельности предприятий региона увеличился на 74 %, что свидетельствует об активной инновационной позицию значительной части предпринимательского сектора региона. Уровень инновационной активности и экономической эффективности предприятий Николаевской области в 2015 значительно уступал средним показателям по Украине, однако в 2016 году за подавляющим большинством индикаторов Николаевский регион можно отнести к лидирующим по уровню инновационной активности. В то же время, слабой стороной региона недостаточно активное внедрение новых технологических процессов на предприятиях области, особенно ресурсосберегающих.

In today's conditions characterized by accelerating change, active development of new technologies in all spheres, increased competition in resource markets and sales, the main condition for survival and ensuring sustainable growth of the economy of the state and its regions is active innovation. The purpose of this article is to diagnose the effectiveness of management of innovative processes in the context of strategic development of the region. One of the leaders in the field of innovation development among the regions of Ukraine is the Mykolaiv region. The region has a number of advantages that contribute to the achievement of the goals of innovation development. During 2012-2016, the total expenditures for the innovation activity of enterprises of the region increased by 74%, which indicates the active innovative position of a significant part of the business sector in the region. Comparison of the indicators of the Mykolaiv region with average values makes it possible to identify the strengths and weaknesses of innovation development, to determine the competitiveness of the region among other regions of the country. The level of innovation activity and economic efficiency of the enterprises of the Mykolayiv region in 2015 was considerably inferior to the average indicators for Ukraine, however, in 2016, by the overwhelming majority of indicators, the Mykolaiv region can be attributed to the leaders in terms of innovation activity. At the same time, the weakness of the region is the lack of active introduction of new technological processes at the enterprises of the region, especially resource-saving. Conclusions from this study. The level of innovation development in the Mykolaiv region in terms of performance in 2016 is well above the average in Ukraine and is 0.86 or 86 % of the reference value. The growth of the indicators was primarily due to an increase in the total number of enterprises that carried out innovations and a significant increase in the volume of sales of innovative products. Given the lack of financial support from the state and local budgets, these indicators can be considered as a signal of the availability of regional business opportunities to mobilize internal reserves of innovation growth.
