Abstract

Вирішення питань відповідності економічної ефективності соціальній справедливості по територіальних громадах в Україні пов’язані з визначенням необхідності запровадження певних заходів, впровадженням оцінки їх ефективності на різних етапах реалізації. За результатами аналізу світового досвіду проведення рейтингових оцінювань зроблено висновок, що цей інструментарій дає адекватні результати в умовах регіональних соціально-економічних систем.

Решение вопросов соответствия экономической эффективности социальной справедливости в территориальных громадах в Украине связаны с определением необходимости проведения определенных мероприятий, внедрением оценки их эффективности на разных этапах реализации. По результатам анализа мирового опыта проведения рейтинговых оценок сделан вывод, что этот инструментарий дает адекватные результаты в условиях региональных социально-экономических систем.

In today’s conditions of local self-government development, the importance of organizing the dynamic determination and assessment of the impact of administrative, normative and regulatory measures on the domestic and regional development is increasing in regional socio-economic systems characterized by instability. The purpose of the study is to improve the organizational aspects of performing a comprehensive assessment of the results of socio-economic development both in the regions of Ukraine and in territorial entities, in particular, communities being a part thereof. Solving the issues of correspondence of economic efficiency to social equity in territorial communities in Ukraine is associated with the definition of the need for the implementation of certain measures, introduction of evaluation of their effectiveness at different stages of implementation. The effectiveness of their solution depends largely on the effective extrapolation of world experience in the regulatory processes taking place in the economy of Ukrainian regions. One of the important components in determining the necessity of implementing world experience in evaluating the quality of management decisions made is the analysis of the socioeconomic state of territorial entities of the state, the results of which can be determined by the relationship between economic efficiency and social equity. Objective rating can be provided by scientific research, which does not depend on the interests of certain companies and, given the problems of a certain territory, will form an analytical basis for their solution. Thus, the organization of rating comparisons, having been made on a scientific basis, is one of the most successful tools for identifying internal imbalances in the development of territorial socio-economic systems, namely communities. According to the results of the analysis of world experience in conducting rating assessments, it was concluded that this tool provides adequate results in the conditions of regional socio-economic systems in Ukraine. It manifests imbalances at the level of territorial communities, both cities and towns. The obtained results serve as the basis for proving the non-compliance of the social effectiveness of these mesoeconomic systems to social equity, perceived by their population.
