Abstract

Проаналізовано динаміку і тенденції кадрового забезпечення інноваційного потенціалу розвитку аграрного сектора економіки. Визначено основні перешкоди на шляху інноваційного розвитку аграрного сектора економіки та запропоновано комплекс заходів з розвитку кадрового забезпечення формування інноваційного потенціалу галузі.

A. Hutorov, O. Gutorov. Staffing of innovative potential forming of development of the agrarian sector of economy. Innovative development of the agrarian sector of economy is based on forming of qualitatively new productive forces expressed in the innovative potential of development of industry. In this system of the economic relations the person who produces the new ideas, knowledge, transforms them to innovative production, makes decisions on introduction of innovations, thereby forming basis for further progress, plays the crucial role. The subject of research is the methodological bases of staffing of innovative potential forming of development of the agrarian sector of economy. A research objective is to carry out the system analysis of staffing of innovative potential forming of development of the agrarian sector of economy. Methodological research basis is the dialectic method of knowledge, the system approach to studying initial methodological preconditions of the staffing of innovative potential forming of development of the agrarian sector of economy, economic theory’s fundamental positions and the groundwork of scientists. In its process, the methods as theoretical generalization, system analysis, synthesis, monographic were applied. Results of research. The place of staffing in the system of knowledgebased economy is shown. It is theoretically confirmed that innovative development of the agrarian sector of the economy of Ukraine is impossible without forming of innovative potential, which basic element is staffing. We have analyzed dynamics and tendencies of staffing of innovative potential of development of the agrarian sector of economy. It is shown that financial and institutional problems in scientific and education spheres for years of independence of Ukraine essentially distorted the system of reproduction of innovative workforce capacity of the agrarian sector of economy. The main roadblocks to innovative development of the agrarian sector of economy are defined, and the set of actions for development of staffing of innovative potential of industry is offered. Sphere of results application. The received results are the basis for development of strategy of innovative development of the agrarian sector of the economy of Ukraine.
