Abstract

Ярута М.Ю. Ринок земель сільськогосподарського призначення сучасної Франції у проекції для України. У статті розглянуто французьку практику організації ринку землі з метою використання для ефективного функціонування земельних відносин в Україні. Проаналізовано роль і місце Агентства з управління земельними ресурсами та розвитку сільських територій Франції (SAFER) у ринковому обігу земель, виявлено позитивні його аспекти. Зважено можливість застосування такої моделі земельного ринку в Україні.

В статье раскрыта необходимость создания эффективной земельной системы в Украине на основе систематического исследования накопленного опыта развитых стран, где функционирования рынка земли осуществляется в течение длительного периода успешно. Сформирован механизм совершенствования управления земельными ресурсами с обоснованным применением концепции стратегического управления. Для повышения эффективности использования земель сельскохозяйственного назначения предложена технологическая модель стратегического управления земельными ресурсами. В Украине в рамках программы Всемирного банка и ЕС пока только 30% аграрных компаний активно внедряют цифровые технологии, то есть диджитализация находится на начальном этапе. Технологические инновации в украинском аграрном секторе помогут отечественным игрокам рынка рационально использовать земельный потенциал и оптимизировать расходы. Доказано, что создание государственных регуляторных инструментов - организаций типа SAFER (Общества по управлению землями и сельским развитием), позволит избежать многих проблем при снятии моратория на продажу земель для обеспечения выполнения научнообоснованной цели осуществления земельной реформы и функционирования прозрачного рынка земли; способствовать реализации целенаправленной государственной политики по дальнейшему перераспределению земель между различными формами хозяйствования с учетом национальных интересов и приоритетов.

Yaruta M.Yu. Agricultural land market in modern France in projection for Ukraine. The necessity to create an effective land system in Ukraine on the basis of systematic research of the accumulated experience of the developed countries where the land market functioning has been successfully carried out for a long period of time is revealed in the article. The mechanism for improving the land resources management on the basis of the substantiated use of the strategic management concept has been formed. A technological model of strategic land management in order to improve the efficiency of the agricultural land use has been proposed. It has been analyzed that the land transformations in the French agriculture were based not only on the market conditions but also on a profound change in the structure of land use, which allowed to ensure the profitability of agriculture on a par with other sectors of the economy and to guarantee the social prices for the agricultural products. The development of family farm enterprises rather than large enterprises was put on the basis of the used model. The basis of French agriculture is the family farms. Recently the number of the family farms in this country has decreased by over 40% and now it is about 350 thousand. The average size of their landholdings has increased from 19 to 39 hectares respectively. The rent payment in France corresponds to the added value obtained from 1 hectare of land and accounts to 100–150 euro/ha per year. If the tenant makes any improvements to the soil, the owner fully compensates it taking into account the depreciation. French legislation as for the agricultural lands is based on the regulation that the right on private property is the best legal mechanism for their protection. As a rule the farmer usually inherits the land as the family value or acquires it as property and therefore protects his agricultural lands. In Ukraine within the limits of the World Bank programme and the European Union only 30% of agricultural companies are actively implementing the digital technology that is the digitalization is at its initial stage. Technological innovations in the Ukrainian agrarian sector will help the domestic market players to use the land potential more rationally and optimize the expenses. It has been proved that the creation of state regulatory instruments, namely the organizations like SAFER (Partnership for Land and Agricultural Development Management), will make it possible to avoid many problems when calling of a moratorium on land sales in order to ensure the fulfillment of scientifically grounded purpose concerning the implementation of the land reform and functioning of the transparent land market and will facilitate the realization of the single-minded state policy as for further redistribution of lands between different forms of economy taking into account national interests and priorities.
