Abstract

У статті викладено теоретичні засади фінансового стимулювання інноваційного розвитку в аграрній сфері, узагальнено зміст інновацій у сільському господарстві на основі аналізу відповідних дефініцій, охарактеризовано сутність дефініцій фінансового стимулювання та аграрної інновації для теоретичного обґрунтування стимулювання інноваційного розвитку галузі. Досліджено використання системного підходу до фінансування інноваційного розвитку аграрної сфери. Розглянуто фінансові інструменти в рамках системного підходу. Автором розроблено спрощену схему системного аналізу фінансового стимулювання розвитку інноваційного процесу в аграрній сфері, в якій висвітлено пріоритетні напрямки.

В статье изложены теоретические основы финансового стимулирования инновационного развития в аграрной сфере, обобщенно содержание инноваций в сельском хозяйстве на основе анализа соответствующих дефиниций, охарактеризованы сущность дефиниций финансового стимулирования и аграрной инновации для теоретического обоснования стимулирования инновационного развития отрасли. Исследовано использование системного подхода к финансированию инновационного развития аграрной сферы. Рассмотрены финансовые инструменты в рамках системного подхода. Автором разработана упрощенная схема системного анализа финансового стимулирования развития инновационного процесса в аграрной сфере, в которой отражены приоритетные направления.

Shestakova Y.V. A Systematic Approach to Financial Incentives for Innovative Development in the Agricultural Sector. The article outlines the theoretical principles of financial stimulation of innovation development in agrarian sector. It summarizes the content of innovations in agriculture on the basis of the analysis of the corresponding definitions and describes the essence of the definitions of financial incentives and agrarian innovations for the theoretical argumentation of stimulating the innovation development of the industry. It is proved that the financial mechanism is one of the most important factors that influences the innovative development of agrarian sector of Ukraine, so its stimulating role is crucial. The financial instruments were analysed in the framework of the system approach and the peculiarities of its use in financing innovations in the development of agrarian sector were identified. Financial instruments are differentiated from the perspective of the system approach, as a result of the research of the financial mechanism for the development of innovations in agrarian sector. The purpose of the research paper is to set determine the theoretical principles of financial incentives for innovation development in agrarian sector and the main fundamentals of the system approach as a tool for the formation of a mechanism for innovation development financial incentives in agrarian sector. The author developed a simplified scheme of the system analysis of financial incentives for the development of the innovation process in agrarian sector, which highlights the priority branches. During scientific research, a number of constraints were identified regarding the maintenance of financial incentives for innovation development. It was also established that the environmental, economic, social and financial (budget) components of providing financial incentives system for innovation development in agrarian sector are key determinants. Application of the system approach in the research of financial stimulation of innovative development of agrarian sphere allows to determine the priority components, i.e.: development of theoretical and methodological foundations of financial stimulation of innovative processes in agrarian sector; definition of components and main directions of financial stimulation of innovative processes in agrarian sector; practical implementation of financial incentives for innovative processes in agrarian sector. The prospect of further research is the development of scientificmethodological approaches and the justification of financial incentive tools for the development of innovative processes in agrarian sector of Ukraine.
