Abstract: The war that unfolded on the territory of the country caused deep and long-lasting changes in all spheres of social life, in particular in the sphere of human capital. Loss of skilled professionals through migration, population loss, destruction of educational infrastructure and businesses, as well as significant psychological trauma affect a country's ability to recover and develop. The main problems associated with the outflow of human capital and the possibilities for its preservation and restoration in the post-war period are considered. The authors emphasize the importance of creating conditions for the return of specialists from abroad, the restoration of educational institutions, and the maintenance of the mental health of the population
