Abstract

Рогатіна Л.П. Теоретичні засади щодо формування продовольчої безпеки країни та її регіонів. Вивчення проблематики формування ефективної державної політики стосовно забезпечення продовольчої безпеки країни та окремих її регіонів постає актуальним завданням та має шляхетну мету – вирішити питання недоїдання та голоду. В даній статті на підставі аналізу джерел надана характеристика категорії «продовольча безпека», виділено основні її складові елементи. Проведено аналіз узгодження елементів продовольчої безпеки та принципів її забезпечення. Запропоновано пріоритетні підходи до визначення стратегічної мети та основних завдань формування політики продовольчої безпеки на різних її рівнях. Автори зробили висновки, що запропоновані в даній статті пріоритетні напрямки необхідно адаптувати до потреб окремих регіонів. Для цього в подальшому планується вивчати проблематику та політику розвитку на регіональному рівні.

Изучение проблематики формирования эффективной государственной политики по обеспечению продовольственной безопасности страны и отдельных ее регионов является актуальной задачей и имеет благородную цель - решить вопрос недоедания и голода. В данной статье на основании анализа источников дана характеристика категории «продовольственная безопасность», выделены основные ее составляющие элементы. Проведен анализ согласования элементов продовольственной безопасности и принципов ее обеспечения. Предложены приоритетные подходы к определению стратегической цели и основных задач формирования политики продовольственной безопасности на различных ее уровнях. Авторы сделали выводы, что предложенные в данной статье приоритетные направления необходимо адаптировать к потребностям отдельных регионов. Для этого в дальнейшем планируется изучать проблематику и политику развития на региональном уровне.

Rogatina L.P. Theoretical foundations to the formation for food security of the country and its regions. Abstract. In the study on the formation of an effective state policy in the field of food security and its individual regions there is an urgent task and a noble purpose - to solve the problem of hunger and malnutrition. This article analyzing characteristics of the category of "food security", the author describes its main components. Defined presence Connected between the elements of food security and the principles of its software. The author identified priority approach for setting goals and major tasks of food security at all levels. The authors conclude that proposed in this article priorities need to be adapted to the needs of individual regions. For this plan to further study the issues and policy development at the regional level. Food security, as a part of the quality of life of the population, is an important component of the list of tasks of the regional state authorities. Considering modern reforms of economic relationships on the national and regional levels, establishing of the mechanisms of regional economic development management system for raising of the standards of living of the population and ensuring food security is important. There is no complex systematic approach to the process of establishing of food security on regional level in Ukraine, and it threatens food security on the national level and lowers the efficiency of management system. Recently, legislative provision of regional development policy is changing due to the reforms of decentralization of management system. But there are no attempts at establishing of the regional systems of food security. The process of regional food security management encompasses a package of measures for meeting the needs of population in quality food and water. At the modern stage of development of Ukraine, two types of management are used at the regional level: active and situational management. The last one is the basis of survival of the region in the competitive environment. It is used for solving urgent current issues and does not permit upholding of long-term development objectives. It can cause negative social, economic and ecological consequences.
