Abstract

Дисертація присвячена науковому обґрунтуванню та розробці теоретико методологічних засад, науково-методичних та практичних рекомендацій щодо управління економічною безпекою підприємств роздрібної торгівлі. Досліджено теорію економічної безпеки підприємства та поглиблено її понятійно-категоріальне наповнення. Уточнено суть понять «система економічної безпеки підприємства роздрібної торгівлі» і «управління економічною безпекою підприємства роздрібної торгівлі». Сформовано методологічну платформу управління економічною безпекою підприємств роздрібної торгівлі. Удосконалено систему управління економічною безпекою підприємства роздрібної торгівлі за принципами теорії функціональних систем. Розроблено моделі управління системою економічної безпеки підприємства роздрібної торгівлі за балансуючим та захисним її типами. Виокремлено загальні та спеціальні принципи управління економічною безпекою підприємства роздрібної торгівлі. Конкретизовано методи управління економічною безпекою підприємств роздрібної торгівлі. Сформульовано концепцію управління економічною безпекою підприємств роздрібної торгівлі. Структуровано зовнішнє середовище підприємств роздрібної торгівлі, класифіковано умови та чинники впливу на економічну безпеку підприємств роздрібної торгівлі. Проведено ретроспективний аналіз стану та розвитку підприємств роздрібної торгівлі України. Запропоновано науково-методичний підхід до оцінювання впливу чинників зовнішнього середовища на економічну безпеку підприємства роздрібної торгівлі. Розроблено науково-методичний підхід до оцінювання економічної безпеки підприємства роздрібної торгівлі. Запропоновано науково-методичний підхід до формування інформаційної бази оцінювання економічної безпеки підприємств роздрібної торгівлі. Удосконалено матричний метод оцінювання результативності управління економічною безпекою підприємств роздрібної торгівлі. Розроблено науково методичні рекомендації з формування комплексу заходів щодо забезпечення високого рівня економічної безпеки підприємств роздрібної торгівлі.

The thesis is devoted to the scientific background and development of theoretical and methodological foundations, scientific, methodical, and practical recommendations on managing the economic security of retail trade enterprises. Theoretical approaches to the definition of "enterprise economic security" are structured, the sources of hazards for its activity, the essence of categories "threat", "danger", and "risk" are investigated. There has been specified the essence of the concept of "economic security system of retail trade enterprise" as a set of interdependent subsystems – components of economic security (financial, market, product, intellectual and personnel, technical and technological, political, legal, and informational), aimed at ensuring a high level of enterprise economic security by adapting to changes in conditions and factors of the external and internal environment. The essence of managing the economic security of a retail trade enterprise is specified as a process that influences the components of the enterprise economic security system to ensure its desired/planned level and adaptability to changes of the external and internal environment in the current period and in the long view. There were distinguished the functions (basic and connective – communication, decision making), tasks (goal setting, stabilization, implementation of the developed program, monitoring, and optimization), laws and basic principles of economic security management; they form the parts of a larger unified methodological background for managing the economic security of a retail enterprise. On the basis of afferent synthesis, there is improved the system of managing the economic security of the retail trade enterprise based on functional structures. This system deals with the priority of human factor, permanent formulation of goals and is represented by a set of managerial decisions as a result of behavioural acts, which allows to achieve the goals in the process of functioning and contributes to adaptation of economic security system according to changes in external and internal environment of the enterprise. The models of managing the economic security system of retail trade enterprises under a policy of enterprise management (stable and crisis) are developed according to system-forming factors: for the balancing type of economic security – the model of management using function as system-forming factor, for the protective type – the model of management using situational reflection. The general principles of management are identified and the special ones are justified taking into account the specifics of economic security at retail enterprises (modelling of management, control and coordination system, result orientation, sustainability, comparability), on which the system of economic security management is based and operates. The established principles took shape in the methods of managing the economic security of retail trade enterprises, which are specified and classified into general scientific and related to primary managerial functions methods (strategic planning, administrative, motivational, operational management, control; regarding connection functions – decision making and managing communication). The concept of managing the economic security of retail trade enterprises is formulated on the basis of a dual approach to defining the goals of the economic security system at the time of its creation as a cybernetic system and in the process of its operation as a functional system based on the allocation of the following managerial criteria: the level of economic security and the level of adaptability of economic security system. The external economic environment of the retail trade enterprises has been structured, conditions (economic, social, political, legal, market, informational) and factors of impact (external and internal) on the economic security of retail trade enterprises were classified. A retrospective analysis of state and development of retail trade enterprises in Ukraine was conducted. A steady trend in the general decrease in the number of retail trade enterprises, recession in the amount of outlets available for the population of Ukraine, change of store formatting, uneven development of regions, significant differentiation of consumers purchasing power and their preferences, a steady tendency to expand retail enterprises, growth of national retailing chain, increase of domestic brand shares in FMCG retail, establishing and activation of e-commerce market etc. A scientific and methodological approach to evaluating the impact of environmental factors on the economic security of retail trade enterprises is proposed; it is based on the use of purely quantitative assessment methods, which provides the determination of latent factors of influence among the existing set of external factors, the strength of their influence and interdependence. There has been developed a scientific and methodological approach in the evaluation of the economic security of retail trade enterprises, it forms a complex system of the economic security assessment by two criteria: the level of economic security and the adaptability of its system. There has been proposed a scientific and methodological conception to the development of economic security database of retail trade enterprises founded on optimization methods of geometric design and modelling of n-dimensional body relevant to Euclidean space. There has been improved a matrix method for express evaluation of managerial performance in the field of economic security of retail trade enterprises, based on interdependent levels of enterprise economic security and adaptability of its system, and provides development of dynamic matrix which is called "economic security index / adaptability index" by the means of appropriate taxonomic indicators. There have been developed scientific and methodical recommendations for the establishment of a package of measures to ensure a high level of economic security of retail trade enterprises, based on the recognition of priority actions conditioned by a comparison of the existing level of economic security with the desired / planned as a whole and by its components (financial, market, product, intellectual and personnel, technological, informational, political and legal).
