Удосконалення інформаційного забезпечення діяльності органів публічного управління

Abstract

Основною метою кваліфікаційної роботи є удосконалення інформаційного забезпечення діяльності органів публічного управління. Об’єктом дослідження є процеси формування та удосконалення інформатизації органів публічної влади. Наукова новизна результатів роботи полягає в теоретичному обґрунтуванні та практичному опрацюванні рекомендацій щодо удосконалення інформаційного забезпечення діяльності органів публічного управління. Удосконалено: розглядаючи управління в контексті теорії складних систем запропоновано застосувати в інформаційній підсистемі засоби структурної декомпозиції корпоративної системи та спрямувати їх на об’єкти, що відповідають публічноуправлінським процесам. У кваліфікаційній роботі: У першому розділі узагальнено теоретичні аспекти інформаційних ресурсів в управлінні соціальними системами. У другому розділі проаналізовано стан інформатизації та процесів удосконалення управління соціальними системами. У третьому розділі визначено напрями удосконалення інформаційного забезпечення діяльності органів публічної влади. Висновки. Потреба управління соціальними системами при впровадженні інформатизації обумовлена, з одного боку, тим, що впровадження зобов'язує впорядкувати в першу чергу систему організації управління, максимально раціоналізувати інформаційні потоки, привести в порядок документування та документообіг, вилучити зайві ланки, дублювання тощо, а з іншого – необхідністю своєчасного впровадження досягнень науки і техніки соціального управління. Пріоритетними напрямами інформатизації на рівні обласних (районних, міських) держадміністрацій та територіальних громад віднесено соціальну сферу, систему життєзабезпечення, екологію та природокористування області (району). Основна мета інформатизації у цій сфері полягає у розробленні цілісної взаємопов'язаної системи інформаційних та інструментальних засобів, направленої на розв'язання завдань інформаційно-аналітичного забезпечення управління областю (районом, містом) Функцією інформаційно-аналітичне забезпечення в управлінні соціальними системами є створення умов ефективного здійснення управлінської діяльності на всіх рівнях: від конкретного посадовця до вищих органів державної влади. Основні проблеми впровадження електронних сервісів Україні пов’язані з технологічними, соціальними та організаційними аспектами. Досвід впровадження системи електронного врядування в провідних демократичних країнах світу дозволяє визначити такі її переваги: 1) для громадян – доступність до послуг органів та установ через мережу Інтернет; навчання протягом життя і можливість брати участь в управлінні державою; 2) для бізнес структур – електронний доступ до державних служб, можливість співпраці з державою для забезпечення економічного розвитку; 3) для державних структур – підвищення ефективності; покращення взаємовідносин з клієнтами і залучення громадськості до політичних обговорень, сконцентрувавши свою увагу на вирішенні стратегічних завдань. Становлення електронного врядування в Україні вимагає вирішення наступних завдань: організації електронного документообігу в органах державної влади та місцевого самоврядування; налагодження технічного та правового забезпечення. доведення до громадськості інформації про діяльність органів виконавчої влади і місцевого самоврядування шляхом використання інформаційних технологій; забезпечення можливості для звернення громадян до органів державної влади через ІТ; надання адміністративних послуг через ІТ.

The main goal of the qualification work is to improve information support for the activities of public administration bodies. The object of the study is the processes of formation and improvement of informatization of public authorities. The scientific novelty of the work results lies in the theoretical substantiation and practical development of recommendations for improving the information support of the activities of public administration bodies. Improved: considering management in the context of the theory of complex systems, it is proposed to apply the means of structural decomposition of the corporate system in the information subsystem and direct them to objects corresponding to public management processes. In the qualification work: The first chapter summarizes the theoretical aspects of information resources in the management of social systems. In the second chapter, the state of informatization and the processes of improving the management of social systems are analyzed. In the third chapter, directions for improving the information provision of the activities of public authorities are defined. Conclusions. The need for management of social systems during the implementation of informatization is due, on the one hand, to the fact that the implementation requires first of all to organize the system of management organization, rationalize information flows as much as possible, put documentation and document circulation in order, remove redundant links, duplication, etc., and on the other hand - the need for timely implementation of the achievements of science and technology of social management. The priority directions of informatization at the level of regional (district, city) state administrations and territorial communities include the social sphere, the life support system, ecology and nature management of the region (district). The main goal of informatization in this area is the development of an integral interconnected system of information and tools aimed at solving the tasks of information and analytical management of the region (district, city) The function of information and analytical support in the management of social systems is the creation of conditions for the effective implementation of management activities at all levels: from a specific official to the highest state authorities. The main problems of the introduction of electronic services in Ukraine are related to technological, social and organizational aspects. The experience of implementing the e-government system in the leading democratic countries of the world allows us to determine the following advantages: 1) for citizens - accessibility to the services of bodies and institutions via the Internet; lifelong learning and the opportunity to participate in state management; 2) for business structures – electronic access to state services, the possibility of cooperation with the state to ensure economic development; 3) for state structures – increasing efficiency; improving relations with clients and involving the public in political discussions, focusing its attention on solving strategic tasks. The formation of electronic governance in Ukraine requires solving the following tasks: organization of electronic document circulation in state and local self-government bodies; establishment of technical and legal support. providing the public with information about the activities of executive authorities and local self-government through the use of information technologies; ensuring the possibility for citizens to apply to state authorities through IT; provision of administrative services through IT.
