Управління комунікаційною складовою у процесі взаємодії місцевої влади і територіальної громади

Abstract

Актуальність теми кваліфікаційної роботи. Потужні темпи зростання обсягу різних видів інформації призводить до необхідності побудови ефективної соціальної комунікації в процесі публічного управління, адже сьогодні комунікація є найважливішою з’єднувальною ланкою будь якої системи, яка є своєрідною мережею людської взаємодії. Тому питання розробки та впровадження інноваційних технологій комунікації у діяльності органів місцевого самоврядування набуває в сучасних умовах особливої уваги. В Україні через стрімкий розвиток комплексу реформ, які охоплюють різноманітні громадські рухи, союзи, асоціації, важливого значення набуває питання створення ефективної системи комунікації між владою та суспільством. Відповідно здійснюється трансформація державної системи влади, особливо вдосконалення публічного управління в умовах децентралізації, що досягається завдяки активному залученню громадськості та громадських структур до участі в процесі розробки, прийнятті і здійсненні управлінських рішень щодо розподілу публічних благ та задоволення потреб суспільства. Метою даної кваліфікаційної роботи є формування напрямків підвищення ефективності комунікаційної діяльності органів місцевого самоврядування. Завдання: - з’ясувати основні характеристики етапів трансформації комунікативних механізмів у процесі розвитку суспільства; - зробити огляд особливостей комунікаційної взаємодії в європейському суспільстві; - з’ясувати нормативно-правові межі реалізації комунікаційного процесу між органами місцевого самоврядування та громадськістю; - охарактеризувати комунікації як інструмент громадського контролю; - з’ясувати місце процесу цифровізації у взаємодії органів місцевого самоврядування; - визначити основні напрямки розвитку механізму комунікації між органами місцевого самоврядування та громадськістю. Об’єкт дослідження – процес управління комунікаційною діяльністю в органах місцевого самоврядування. Предмет дослідження – розвиток взаємодії місцевої влади і територіальної громади та заходи з його вдосконалення. Теоретичне та практичне значення одержаних результатів полягає в розробці теоретичних положень та визначенні напрямків удосконалення комунікаційного процесу між органами державного управління та громадськістю, а також визначення організаційного механізму формування зв’язків органів місцевого самоврядування та громадськості шляхом використання діагностичного інструменту CLEAR

Relevance of the topic of the qualification work. The strong rate of growth of the volume of various types of information leads to the need to build effective social communication in the process of public administration, because today communication is the most important connecting link of any system, which is a kind of network of human interaction. Therefore, the issue of development and implementation of innovative communication technologies in the activities of local self-government bodies receives special attention in modern conditions. In Ukraine, due to the rapid development of a complex of reforms, which include various social movements, unions, associations, the issue of creating an effective system of communication between the government and society is becoming important. Accordingly, the transformation of the state system of power is carried out, especially the improvement of public administration in conditions of decentralization, which is achieved thanks to the active involvement of the public and public structures in the process of development, adoption and implementation of management decisions regarding the distribution of public goods and meeting the needs of society. The purpose of the qualification work is formation of directions for improving the effectiveness of communication activities of local self-government bodies. Tasks: - to find out the main characteristics of the stages of transformation of communicative mechanisms in the process of the development of society; - review the features of communication interaction in European society; - find out the regulatory and legal boundaries of the implementation of the communication process between local self-government bodies and the public; - characterize communications as a tool of public control; - find out the place of the digitization process in the interaction of local self-government bodies; - to determine the main directions of development of the communication mechanism between local self government bodies and the public. The object of the study is the process of managing communication activities in local self government bodies. The subject of the study is development of interaction between local authorities and the territorial community and measures to improve it. The theoretical and practical significance of the obtained results lies in the development of theoretical provisions and the determination of directions for improving the communication process between state administration bodies and the public, as well as the determination of the organizational mechanism for the formation of ties between local self-government bodies and the public through the use of the CLEAR diagnostic tool
