Розвиток потенціалоформуючого простору регіональних економічних систем на засадах цифровізації

Abstract

У статті досліджено особливості формування потенціалоформуючого простору регіональних економічних систем. Обґрунтовано особливості функціонування регіональних економічних систем в умовах цифровізації економіки. Визначено, що на сьогодні складними є питання виокремлення видів потенціалу, що значно розширює методичні підходи до його оцінки. Доведено, що розвиток потенціалоформуючого простору спрямований на підвищення добробуту населення, зниження рівня безробіття, активізації впровадження новітніх, цифрових технологій, що дозволить підвищити загальний рівень конкурентоспроможності регіональних економічних систем. Обґрунтовано, що значне розмаїття природних умов, рівня розвитку виробничих сил, особливостей розміщення трудових та природних ресурсів, історично сформованих напрямків спеціалізації, породжує необхідність врахування великої кількості місцевих позитивних та негативних факторів, які впливають на процеси використання та розвитку потенціалу регіональних економічних систем. Виокремлено основні елементи, які складають потенціалоформуючий простір, що дозволило сформувати відповідні напрями розвитку регіональних економічних систем в нових умовах цифровізації. Доведено, що цифровізація регіональних економічних систем є складним процесом, який вимагає тісної співпраці між урядом, бізнесом, науковими установами та громадськістю для успішної реалізації відповідних програм. Встановлено, що впровадження та модернізація інформаційно-комунікаційної інфраструктури є одним із ключових елементів на основі використання технологій широкосмугового інтернету, покращення мережевої безпеки, розвитку цифрових платформ. Розвиток системи електронного уряду значно покращує доступність та ефективність отримання громадськістю державних послуг, знижує рівень бюрократії. Визначено, що в межах розвитку регіональних економічних систем на сьогодні активно використовується цифрова інфраструктура (хаби, інкубатори), які є платформою для підтримки місцевого підприємництва, сприяють створенню середовища для інноваційного розвитку.

The article studies the peculiarities of forming the potential-forming space of regional economic systems. The peculiarities of the functioning of regional economic systems in the context of the digitalization of the economy are substantiated. It is determined that today, the issues of allocating types of potential are complex, which significantly expands the methodological approaches to its assessment. It is proved that the development of the potential-forming space is aimed at improving the population's welfare, reducing unemployment, and intensifying the introduction of digital technologies, which will increase the overall competitiveness of regional economic systems. It is substantiated that a wide variety of natural conditions, the level of development of productive forces, peculiarities of labor and natural resources allocation, and historically formed areas of specialization necessitate considering many local positive and negative factors that affect the processes of use and development of the potential of regional economic systems. The main elements that make up the potential-forming space are allocated, which allows the formulation of appropriate directions for the development of regional economic systems in the new conditions of digitalization. It has been proved that the digitalization of regional economic systems is a complex process that requires close cooperation between government, business, scientific institutions, and the public to implement relevant programs successfully. It is established that the introduction and modernization of information and communication infrastructure is one of the key elements based on the use of broadband Internet technologies, improvement of network security, and development of digital platforms. The development of the e-government system, which significantly improves the accessibility and efficiency of public services, reduces bureaucracy. It is determined that in the framework of the development of regional economic systems, digital infrastructure (hubs, incubators) is currently actively used as a platform for supporting local entrepreneurship and contributing to creating an environment for innovative development.
