Abstract

Михайлов М.С. Економічна характеристика інноваційної системи: національні та регіональні особливості. У статті досліджуються економічна характеристика інноваційної системи України як базової основи розвитку інноваційної діяльності суб’єктів господарювання. В результаті дослідження встановлений тісний взаємозв’язок між всіма рівнями інноваційної системи, ефективність якого відбивається на кінцевих показниках інноваційної діяльності країни. Узагальнивши проведені дослідження, запропоновано авторське визначення інноваційної системи, під якою надалі вважатимемо багаторівневу структуру управління інноваційним розвитком з розвинутим інструментарієм засобів стимулювання інноваційних процесів та всіх етапах їх життєвого циклу, механізмів адаптації до зовнішніх тенденцій світової економіки та системою відповідних економічних, правових і організаційних важелів. Важливим практичним завданням у процесі дослідження інноваційного розвитку на національному та регіональному рівнях є оцінка результатів інноваційної діяльності підприємств. Для визначення результатів інноваційного розвитку України, проведено її оцінювання за групами показників.

В статье исследуются экономическая характеристика инновационной системы Украины как базовой основы инновационной деятельности субъектов хозяйствования. В результате исследования установлен тесная взаимосвязь между всеми уровнями инновационной системы, эффективность которого отражается на конечных показателях инновационной деятельности страны. Обобщив проведены исследования, предложено авторское определение инновационной системы, под которой в дальнейшем будем считать многоуровневую структуру управления инновационным развитием с развитым инструментарием средств стимулирования инновационных процессов и всех этапах их жизненного цикла, механизмов адаптации к внешним тенденций мировой экономики и системой соответствующих экономических, правовых и организационных рычагов. Важным практическим задачам в процессе исследования инновационного развития на национальном и региональном уровнях является оценка результатов инновационной деятельности предприятий. Для определения результатов инновационного развития Украины, проведения его оценки по группам показателей.

On the basis of the research of scientific works and foreign experience, a complex structural model of the national innovation system was developed The close relationship between all levels of the innovation system, the effectiveness of which is reflected in the final indicators of innovation activity in the country. Summarizing the conducted research, the author's definition of the innovation system is suggested, which will further consider the multi-level structure of innovation development management with the developed toolkits of stimulating innovative processes and all stages of their life cycle, mechanisms of adaptation to external trends of the world economy and a system of relevant economic, legal and organizational levers. An important practical task in the process of research on innovation development at the national and regional levels is the assessment of the results of innovation activities of enterprises. To determine the results of Ukraine's innovation development, its evaluation has been carried out according to the groups of indicators. Despite the relatively significant concentration of infrastructural facilities for innovation processes in the economy, their qualitative and economic characteristics remain problematic issues. The vast majority of scientific institutions are financed from the state budget, and the results of scientific research in most cases are theoretical. The result of work.
