Розробка економічного та організаційного механізмів формування і використання земельних ресурсів аграрних підприємств

Abstract

У статті обґрунтовано підходи до типології механізмів управління земельними ресурсами аграрних підприємств та здійснено розробку архітектури економічного та організаційного механізмів формування і використання земельних ресурсів аграрних підприємств. Визначена типологія механізмів управління земельними ресурсами аграрних підприємств шляхом виділення механізмів використання ресурсів аграрних підприємств та механізмів управління цим процесом в організаційно-економічному, виробничо-технологічному та агроекологічному ракурсах з подальшою інтеграцією вказаних механізмів в системи управління функціонуванням та розвитком аграрних підприємств. Запропоновано елементи та їх взаємозв’язок в рамках архітектури економічного механізму формування умов протікання процесу землекористування аграрних підприємств та архітектури організаційного механізму використання земельних ресурсів аграрними підприємствами. Встановлено, що з організаційної точки зору лише два суб’єкти здійснюють вплив на процес використання земельних ресурсів, а саме: безпосередньо підприємство, яке здійснює свою виробничу політику, та держава, яка здійснює свій регуляторний вплив. Доведено, що в організаційно-економічному ракурсі відбуваються процеси залучення до господарського використання та виведення з господарського використання певних земельних ділянок, які використовуються або можуть бути використані при здійсненні аграрними підприємствами основної діяльності. Застосування перелічених інструментів та засобів впливу на процес використання земельних ресурсів обумовлює інтеграцію механізму управління використанням земельних ресурсів в його менеджмент.

The study substantiates the approaches to the typology of land resource management mechanisms at agrarian enterprises, and the development of the architecture of the economic and organizational mechanisms for the formation and use of land resources at agrarian enterprises are carried out. The typology of land resource management mechanisms at agrarian enterprises is determined by identifying the mechanisms of the use of resources at agrarian enterprises and the mechanisms of managing this process in the organizational-economic, production-technological and agro-ecological perspectives with further integration of the specified mechanisms into the management system of the functioning and development of agrarian enterprises. The elements and their interrelation within the framework of the economic mechanism for the formation of the conditions for the land use process at agrarian enterprises and the architecture of the organizational mechanism of the use of land resources at agrarian enterprises are proposed. It was established that from organizational standpoint, only two subjects influence the process of land resource use, namely: the enterprise directly, which implements its production policy, and the state, which exercises its regulatory influence. It has been proven that in the organizational and economic perspective there are processes of involvement in economic use and withdrawal from economic use of certain land plots that are used or can be used in the implementation of the main activity at agrarian enterprises. The application of the listed tools and means of influence on the process of land resource use determines the integration of the land resource use management mechanism directly into its management.
