Оптимізація економічних відносин міста та приміської зони

Abstract

Ввести необходимые для общества агломерации проекты по развитию и благоустройству территории позволит создание общественного Совета агломерации, как новой организационно-правовой формы сотрудничества города и пригородной зоны. Совет агломерации решает задачи: пространственного планирования; социально-экономического и культурного развития; развития коммунального хозяйства; транспортного и инженерно-инфраструктурного развития; охраны окружающей среды. Принципы создания Совета агломерации, критерии объединения, функционирования и финансирования агломерации необходимо усовершенствовать и прописать в законе "О агломерации Украины" для скоординированного развития города и пригородной зоны.

The creation of public Council of agglomeration, as new organizational and legal form of cooperation of the city and suburbs will allow introducing projects on development and the providing of public services and amenities of the territories. These projects are necessary for agglomeration community. The objectives of agglomeration will include: spatial planning; social and economic and cultural development; development of municipal industry; transport and engineering and infrastructure development; environmental protection. Principles of creation of Council of agglomeration, the criteria for association, functioning and financing of agglomeration should be improved and it is necessary to prescribe in the law "On the agglomeration of Ukraine" for the coordinated development of the city and suburbs.
