Abstract

Широков М.А. Стратегічні напрямки державної політики у сфері сталого використання водних ресурсів. У статті розглянуто сучасний стан використання національних водних ресурсів, визначено основні проблеми та напрямки їх вирішення. Досліджено стратегічні документи у сфері управління водним господарством, окреслено основні пріоритети сталого використання водних ресурсів. Обґрунтовано стратегічні напрямки та складові реалізації державної політики у сфері сталого використання водних ресурсів.

В статье рассмотрено современное состояние использования национальных водных ресурсов, определены основные проблемы и направления их решения. Исследовано стратегические документы в сфере управления водным хозяйством, обозначены основные приоритеты устойчивого использования водных ресурсов. Обоснованы стратегические направления и составляющие реализации государственной политики в области устойчивого использования водных ресурсов.

M.A. Shirokov. Strategic directions of state policy in the field of sustainable use of water resources. The article discusses the current state of use of national water resources, identifies the main problems and ways to solve them. The strategic documents in the field of water management were investigated, the main priorities for sustainable use of water resources were identified. The strategic directions and components of the implementation of the state policy in the field of sustainable use of water resources are substantiated. The conducted research showed that despite the general reduction of water consumption in Ukraine, today there are many unresolved problems in this area that require an integrated strategic approach. Availability of developed strategic documents, legislative initiatives, projects in the field of water management confirms the priority of this branch for the development of the national socioeconomic system. However, strategic documents developed due to financial, legal and administrative inconsistencies are mainly declarative. The main problem of effective water resources management is the lack of a system of creating and integrating the document, namely, the developed and approved by the State Strategy for the Sustainable Use of Water Resources, which should combine not only goals and measures in the context of certain water sectors, but also strategies for their financial , investment-innovation, marketing support and management system reform.
