Abstract

Голбан Т.Т. Державна підтримка інвестиційно-інноваційного розвитку аграрного сектору економіки. У статті проведено дослідження й здійснено обґрунтування теоретичних, методичних та практичних аспектів щодо розробки основних напрямів удосконалення механізмів державної підтримки інвестиційно-інноваційного розвитку аграрного сектору економіки в умовах інституційних трансформацій. Встановлено, що потреба врахування публічних інтересів зумовлює необхідність втручання держави у процес інноваційно-інвестиційного розвитку аграрного сектору економіки.

В статье проведено исследование и осуществлено обоснование теоретических, методических и практических аспектов по разработке основных направлений совершенствования механизмов государственной поддержки инвестиционно-инновационного развития аграрного сектора экономики в условиях институциональных трансформаций. Установлено, что потребность учёта общественных интересов вызывает необходимость вмешательства государства в процесс инновационно-инвестиционного развития аграрного сектора экономики.

Holban T.H. State support of investment and innovation development of the agrarian sector of the economy. In the article the research and the substantiation of theoretical, methodical and practical aspects concerning the development of the main directions of the state support mechanisms improvement of investment and innovation development of the agrarian sector of the economy under the conditions of the institutional transformations were carried out. It has been established that the need to take into account the public interests makes the necessity of the state interference in the process of innovation and investment development of the agrarian sector of the economy. According to this the main tasks of the state under the difficult conditions of social and political development of society are the establishment of effective investment and innovation development of the agrarian sector of the economy at the expense of identification of the country’s investment opportunities and expansion of the volumes of the agrarian sector investment potential; ensuring the growth of the attractiveness of the national economy and its social spheres of activity, especially the agrarian sector; improvement of the financial and credit resources system in order to increase the level of investment activity in agriculture; and increasing the size of the investment resources by attracting the funds from the domestic reserves, foreign investors and the citizens’ savings. It has been determined that the state support of investment and innovation development of the agrarian sector of the economy should be aimed at reinforcing the leasing activities which will enable to reduce the level of the limited financial resources, make the lease payments to be on a fixed schedule and under the simplified contractual conditions, bring together the interests of the state and leasing companies, create the optimal economic and legal conditions for reducing the risks and increasing the economic efficiency of the agrarian production. It also should be aimed at developing the system of landmortgage lending in agriculture; at providing the budget loans, investment and tax credits, at subsidizing the interest rates on the loans, preferential taxation; forming the state program of the rural areas infrastructure and market of agricultural machinery development. On the basis of the conducted research it has been established that the implementation of the given proposals would ensure the increase in the investment attractiveness of the agrarian sector of the economy; increase in the investment activity of the agrarian enterprises; attraction of investments into the sphere of economic activity which are priority for the agrarian sector development; increase in the production of competitive and science-intensive products in the total volume of production; development of the innovative sphere of activity, and stability of the reproduction process in the agrarian sector of the economy.
