Роль стейкхолдерів в управлінні якістю діяльності організації (на прикладі закладу охорони здоров’я)

Белобородова М.В., Олейник Т.И. Роль стейкхолдеров в управлении качеством деятельности организации (на примере учреждения здравоохранения). Научная статья посвящена обоснованию особенностей взаимодействия заинтересованных сторон с учреждением здравоохранения относительно проблемы управления и повышения качества как критерия успешности организации с целью получения положительного социального эффекта. Авторами обобщены типы стейкхолдеров на примере учреждения здравоохранения по вектору качество-влияние с учетом таких их характеристик, как объем властных полномочий, легитимность, заинтересованность. Для каждого из семи типов заинтересованных сторон определены зоны взаимодействия, а также предложены стратегические цели и направления сотрудничества. Результаты исследования создают необходимую основу для дальнейшего системного изучения проблемы стейкхолдер-менеджмента в деятельности организаций системы здравоохранения Украины.

"The Role of Stakeholders in an Organization’s Quality Management (on the example of a health care institution)" The peculiarities of the interaction of stakeholders with the health care institution have been explored in the article. The problem of the quality improvement as a criterion for the success of an organization in order to obtain a positive social effect has been researched. The subject of the research is the sphere of interaction of a medical institution with different stakeholder groups. The purpose is to substantiate the theoretical and methodological provisions and to develop recommendations for the improvement of the health care institution management quality based on a differentiation of roles and impacts of its main stakeholders on the example of municipal non-profit medical organization. Method/Approach. A range of scientific and specific methods are used in the research, namely: theoretical generalization, i.e. to classify stakeholders by type based on the ratio of their power, legitimacy and perseverance; abstraction, i.e. to generalize the concept of medical care institution’s quality; logical method, i.e. to research the process of transformation and development of stakeholders’ theory; graphic method, i.e. to construct the matrix of stakeholders in health care. Findings and value. The types of stakeholders of the health care institution according to the quality-impact vector by taking into account characteristics of power, legitimacy, and interest have been generalized. For each of the seven types of stakeholders, areas of cooperation and strategic goals have been identified. The implementation of the results. The results of the study provide the necessary basis for further systematic study of the problem of stakeholder management in the organizations and can be used to develop specific recommendations for the implementation of an interaction strategy with the stakeholders to sectoral and regional strategies for Ukrainian health care. Using the principles and methods of the stakeholder approach allows achieving quality targets in accordance with national and international standards for health systems.
