Розвиток цифровізації економіки України в сучасних умовах

Abstract

Проаналізовано сучасний стан освоєння цифрових технологій на світовому рівні та в Україні. Доведено, що процеси цифровізації в Україні відбуваються повільно. Виявлено основні причини цього факту, передусім низький рівень розвитку відповідної інфраструктури. Проаналізовано основні напрями цифровізації економіки. Установлено основні недоліки в цифровій трансформації економіки України. Наведено класифікацію засобів правового регулювання процесів цифровізації.

The current state of digital technologies’ development at the global level and in Ukraine is analyzed. Digital technologies are actively mastered. There are significant practices in this area, research of digital technologies’ impact on the welfare of innovatively-backward countries. The economy digitalization is recognized as the main direction of the innovative development of economic systems. It has been proved that the processes of digitization of the Ukrainian economy occur slowly. The main reason for the backwardness of the national economy is low level of the development of the infrastructure of informational and communication technology because of underactive state policy. The concepts of the digital economy and digital transformation are studied. The advantages and disadvantages of the digital economy are revealed. The main technologies, which sufficiently influence the digitalization of the economy, are identified. It is proved that human intellectual potential – one of the main resources – is an important opportunity for mass digitization in Ukraine. The basic changes occurring at the traditional enterprises in the conditions of digitalization are determined. The role of the customization of service and omnical logistics in increasing the competitiveness of enterprises is specified. The conclusions concerning the usefulness of digital technologies at the level of state and its citizens are substantiated. The growth of the number of business models of the digital economy, emergence of the new ways of monetization and markets are ascertained. The key directions of digitization of the Ukrainian economy in accordance with the Concept of the development of digital economy and society in Ukraine are analyzed. The approaches to static assessment and measurement of the digital economy are investigated. The enterprises in the conditions of digital economy are classified. The main threats of malicious use of digital information and negative effects of digitalization on national economies have been revealed. The main drawbacks in the current state of the Ukrainian economy digitization are identified. The means of legal regulation of digitalization processes in the state are classified. The warnings concerning threats of Ukraine transition to the third world countries because of slow digitization of the national economy are substantiated.
